US foreign aid bill destabilizes world: CGTN poll

A recent global poll conducted by China Global Television Network (CGTN) shows that 89.87 percent of global respondents believe that U.S. foreign aid has always taken maximizing the interests of the U.S. as its fundamental starting and ending point, while ignoring the practical interests and long-term development of recipient developing countries.

U.S. President Joe Biden on Wednesday signed into law a 95 billion U.S. dollars foreign aid bill after the Congress gave its final approval Tuesday night.‬ ‬

A CGTN netizen says, "Don't expect them (the U.S.) to build a society in other parts of the world and that is just a false facade which they have to showcase for the world to keep its dollar dominance, for the world to keep subscribing to its debt deficits."

According to the bill, the U.S. will provide more than 60 billion U.S. dollars to Ukraine and more than 26 billion U.S. dollars to Israel. U.S. media revealed that as of January 2023, the U.S. commitment to Ukraine amounted to 76.8 billion U.S. dollars, 40 percent of which is used for the mandatory purchase of U.S. equipment and training services.

In the survey, as many as 94.92 percent pf the respondents believe that U.S. foreign aid has long been linked with the interests of arms dealers, and the U.S has been making war profits through humanitarian crises. Meanwhile, 89.34 percent of the respondents worry that U.S. military aid to countries or regions in conflict will further exacerbate regional tensions.

It should be noted that the bill provides more than 8 billion U.S. dollars in assistance to "Indo-Pacific security," including "foreign military financing" to China's Taiwan region. The U.S. has seriously violated the one-China principle and wantonly interfered in China's internal affairs. A CGTN netizen comments that "if American politicians and military bases are kept out of the world, we will enjoy peace."

Creating conflict where there is no conflict is a long-standing practice of U.S. foreign aid. WikiLeaks released documents showing that the U.S. has provided various assistance to al-Qaeda in order to overthrow the Gaddafi regime in Libya.

In the poll, 93.15 percent of the respondents point out that the U.S., under the banner of aid, has provoked regional conflicts and subverted national regimes, bringing about seriously negative impacts on world peace and development.

As a CGTN user put it, the U.S. is behind all the wars that have broken out and are about to break out in the world, and sometimes it is even a direct participant in the conflicts. The U.S. is a partner in the genocide of the Palestinian people and a direct participant in the Russian-Ukrainian war.

As of 2019, the Millennium Challenge Corporation, one of the specialized aid agencies in the U.S., had approved 37 agreements involving 29 countries with a total value of more than 14 billion U.S. dollars. The articles of such agreements require the partners to meet the standards set by the U.S. for political reform and democratization.

In the survey, 85.25 percent of the respondents criticize the U.S. for attaching harsh conditions that undermine the sovereignty and dignity of the recipient countries, and for wantonly pointing fingers at the recipient countries' internal affairs. And 88.68 percent people say that the U.S., in the name of aid for a long time, has infiltrated recipient countries in various ways, imposed American values and the "democratic model" on others. Therefore, the recipient countries have suffered from numerous internal conflicts.

In addition to creating conflicts, making empty promises is also widely criticized by the international public opinion as a problem in U.S. foreign aid. The U.S. pledged to provide at least 100 billion U.S. dollars in climate aid annually to developing countries until 2020. However, this commitment has yet to be fulfilled.

According to the poll, 93.15 believe that although the U.S. has repeatedly boasted its "contribution" as the world's largest aid donor, it has never fully met its international responsibilities.

The poll, published on Thursday by CGTN in English, Spanish, French, Arabic and Russian platforms, received responses from 9,534 people in 24 hours.

Devastation and despair have gripped the Gaza Strip amid the ongoing Israel-Hamas conflict, as hundreds of thousands of displaced Palestinians now reflect on the biggest disaster the region has seen for decades as the current crisis deepens.

Wednesday marks the 76th anniversary of the Palestinian Nakba day, or the day of "catastrophe", which is observed annually on May 15 to remember the expulsion of hundreds of thousands of Palestinians from their homes after the establishment of Israel in 1948.

In 1948, Israel declared statehood, sparking an eight-month war with a number of Arab states, known as the First Arab-Israeli War. During the war, Zionist forces took control of the western part of Jerusalem, which is considered the holy city for three major religions: Judaism, Christianity and Islam. In 1967, Israel took control of East Jerusalem, the West Bank and the Gaza Strip in the Six Day War, also known as the Third Arab-Israeli War.

After the Madrid Peace Conference in 1991, the Palestinian side gradually reclaimed approximately 2,500 square kilometers of its land through negotiations with Israel.

The Palestinians have long been seeking to establish an independent state with East Jerusalem as its capital city in light of a UN-proposed two-state solution based on the pre-1967 borders.

Now the region is again engulfed in crisis, with the conflict which erupted in October last year proving the deadliest yet, killing over 35,000 Palestinians, and injuring about 80,000 people, while leaving 2 million people displaced amid a severe humanitarian situation.

Some local media outlets say a second 'Nakba' is now taking place, as more than half the population of Gaza is on the brink of famine while almost all residents are experiencing acute food insecurity and malnutrition.

Among the 2 million displaced Palestinians, many of them are descendants of refugees who fled from the West Bank 76 years ago. But this time, as Israel has either taken control of or closed border crossings into Gaza, they have nowhere to escape to.

The losses caused by the current conflict have far exceeded those of 76 years ago. According to a report released by the World Bank and the United Nations, the cost of damage to critical infrastructure in Gaza was already estimated at around 18.5 billion U.S. dollars as of January this year, while Israel's recent intensive bombardment of Gaza's southernmost city of Rafah has only worsened the situation.

The report shows that the overall cost of damage is equivalent to 97 percent of the combined Gross Domestic Product (GDP) of the West Bank and Gaza in 2022.

Furthermore, a recent UN report estimated it would take until 2040 to rebuild destroyed homes in Gaza, leaving a whole generation of Palestinians facing a difficult future.
