UEFA's anti-discrimation partners are compiling a report into the racism suffered by England players in a European Championship qualifier at Montenegro.
The Fare network says its observer attended the game because there was a "high risk" of racist incidents on Monday, and heard the abuse.
Fare wants UEFA to "act decisively" and consider a partial or full stadium closure being imposed on Montenegro.
In a statement, Fare says "these sanctions are being applied regularly for offences in UEFA competitions, often against resistance from supporter groups and football stakeholders."
