In response to media enquiries about white foam found in a water pond at Siu Chik Sha, Tseung Kwan O, last night (April 17), a Fire Services Department (FSD) spokesman gave the following response today (April 18):

The FSD received a report last night regarding the discovery of white foam in a water pond at Siu Chik Sha in Tseung Kwan O. It was noted that the FSD conducted a test of "biodegradable fluorine-free firefighting foam" yesterday at the Fire and Ambulance Services Academy (FASA) close to the location concerned. It is suspected that some of the firefighting foam did not divert into the pipes of the foam treatment system during the test and inadvertently went into the stormwater drainage system.

The FSD attaches great importance to the incident, and had immediately cleaned the stormwater drainage system of the FASA and taken samples at the scene for further testing by the Government Laboratory. An inspection of the foam treatment system by the contractor has been arranged. A contractor has also completed the cleaning work at nearby channels late afternoon today. The FSD will closely monitor the situation of the nearby channels these few days and take appropriate follow-up actions if any more foam is found. In addition, the FASA has suspended all drills involving firefighting foam until the cleaning work and inspection of the foam treatment system are completed. The FSD will continue to co-operate with relevant departments for follow-up.

The foam concentrate used in the test is a fluorine-free firefighting foam that is biodegradable and does not remain in the environment as a persistent organic pollutant.

The FASA is equipped with a foam treatment plant with collection and storage tanks for decomposing foam liquid. The storage tanks can hold foam liquids up to a volume of 250 cubic metres in total, while the foam liquid produced from the firefighting foam test yesterday had a volume of 52 cubic metres. The system is regularly inspected and maintained by a contractor.

At the 26th FEFF, international audiences in Italy are being treated to a special selection of films titled "Making Waves – Navigators of Hong Kong Cinema" ("Making Waves"), which showcases films from both the established and the new and emerging talents. The "Making Waves" featured nine recently released Hong Kong films with Customs Frontline by Hong Kong director Herman Yau closing the FEFF. The Hong Kong film industry was well-represented in FEFF by the many directors, producers, screenwriters and actors from Hong Kong.

Speaking at the Hong Kong Film Night on April 27, the Deputy Representative of the HKETO, Brussels, Miss Fiona Li, highlighted the efforts of the Hong Kong Special Administrative Region Government in supporting Hong Kong’s creative industries and further strengthening Hong Kong’s role as a bridge between East and West for international cultural exchanges.

Miss Li said that an amount of EUR 165 million will be injected into the Film Development Fund as announced in the 2024-25 Budget. Aimed at further facilitating international collaboration and elevating Hong Kong cinema on the global stage, FDF has recently launched a Hong Kong-Europe-Asian Film Collaboration Funding Scheme to provide funding support to eligible film projects co-produced by filmmakers between Hong Kong and European/Asian countries.

The FEFF is one of the largest film festivals in Europe, showcasing the latest productions from Asia and receiving significant national and international interest from the film industry, cultural sector and media. This year, a total of 79 movies from 12 countries/regions are screened in the FEFF.
