The Security Bureau (SB) led its disciplined services and auxiliary services, together with youth uniformed groups, to hold the Grand Parade by Disciplined Services and Youth Groups cum Fun Day for Celebrating the 75th Anniversary of the Founding of the People's Republic of China at the Fire and Ambulance Services Academy in Tseung Kwan O today (October 1). To share in the joy of celebrating National Day, members assembled during the performances to form patterns, including the number "75" and the national flag.

The grand parade by disciplined services and youth groups was held in the afternoon, kicked off by performances of bands from different disciplined services and auxiliary services. Amid the performance of the Police Band, members of the disciplined services and the youth uniformed groups marched onto the parade ground adopting the Chinese-style foot drill. It was followed by a flag-raising ceremony conducted by the Fire Services Department (FSD) flag party, with the playing and singing of the national anthem and a fly-past by Government Flying Service (GFS) helicopters.

The officiating guest, the Chief Secretary for Administration, Mr Chan Kwok-ki, inspected the disciplined services ceremonial guard and youth and uniformed groups. Addressing the ceremony, Mr Chan said that various sectors responded positively to the Government's call to hold diverse activities across the territory to celebrate National Day, fully demonstrating their admiration and best wishes for the country. He said it was heartening to see the performances of the disciplined services, auxiliary services and the youth groups showcasing their solidarity and determination to uphold the dignity of the country. He also encouraged young people to contribute to the country.

Subsequent performances included a music show by the Police Band, a joint foot drill demonstration by disciplined services, lion and dragon dance and boxing performances by youth group members, and an appliance parade by various disciplined services and auxiliary services. To commemorate the 75th anniversary of the founding of the People's Republic of China, the Police Band arranged for 75 members to participate in today's parade, while members of the foot drill, music and youth groups performances formed patterns representing the number "75" and the national flag.

Exhibition and game booths were hosted by the SB and eight disciplined services and auxiliary services to deepen public understanding of their daily operations. The FSD conducted rescue and training demonstrations that included firefighting and rescue, ambulance training, swift water rescue, high-angle rescue training, compartment fire behaviour training, hazardous material incident training and traffic accident rescue. GFS aircraft was also displayed. Members of the public were provided with a rare opportunity to view the equipment up close.

The disciplined services participating in the grand parade includedthe Hong Kong Police Force,the Immigration Department, the Customs and Excise Department,the Correctional Services Department, the FSD, and the GFS. The youth groups of various disciplined services, the Auxiliary Medical Service Cadet Corps, the Civil Aid Service Cadet Corps and the Hong Kong Army Cadets Association also took part.

Today's activities were broadcast live via television as well as related social media platforms and websites. Live broadcast platform included the Weibo page of the SB, Radio Television Hong Kong (RTHK) TV 32, the Facebook page of RTHK VNEWS, and RTHK's YouTube channel and website.

Hong Kong Customs strengthens enforcement against unlicensed money services on social media platforms

In recent years, Hong Kong Customs has noted an increasing trend in cases involving unlicensed money services provided through social media platforms. To effectively combat such illegal activities, Customs has intensified online patrols and enforcement efforts, and detected 23 cases of unlicensed money service operations and arrested 24 individuals in 2025, of which 22 cases involved the use of social media platforms.

During the investigation of the unlicensed money service operations, Customs discovered that in four cases, the bank accounts involved had frequent and substantial transactions of unknown sources. Upon detailed investigations, Customs arrested four bank account holders suspected of using unlicensed money services to launder money. One of the bank account holders had earlier been charged with two counts of "dealing with property known or believed to represent proceeds of indictable offence" (commonly known as money laundering), and was convicted and sentenced to 54 months of imprisonment by the court.

Customs will continue to step up enforcement to crack down on unlicensed money service operations. Customs reminds consumers to procure services from licensed money service operators. A register of licensees is accessible from the website of Customs' Money Service Operators Licensing System at eservices.customs.gov.hk/MSOS/wsrh/001s1?request_locale=en.

Under the Organized and Serious Crimes Ordinance, a person commits an offence if he or she deals with any property knowing or having reasonable grounds to believe that such property in whole or in part directly or indirectly represents any person's proceeds of an indictable offence. The maximum penalty upon conviction is a fine of $5 million and imprisonment for 14 years while the crime proceeds are also subject to confiscation.

Under the Anti-Money Laundering and Counter-Terrorist Financing Ordinance, a person who wishes to operate a remittance or money changing service such as operating an electronic wallet topup service involving currency exchange needs to first obtain a licence from the Customs and Excise Department. The maximum penalty for such operators without a valid licence upon conviction is a fine of $1 million and imprisonment for two years.

Members of the public may report any suspected unlicensed money service operation to Customs' 24-hour hotline 182 8080 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002/).
