China specifies requirements for public offering, insurance funds to boost A-share investment

China has set explicit requirements for public offering funds and commercial insurance funds in their A-share investments, as part of efforts to boost medium- and long-term funds' flow into the capital market.

Chinese financial authorities have unveiled a plan for encouraging medium- and long-term funds to enter the capital market to further stabilize stock performance.

Under the plan, public offering funds are required to increase their A-share holdings of circulating market capitalization by at least 10 percent annually over the next three years, Wu Qing, chairman of the China Securities Regulatory Commission, told a press conference in Beijing on Thursday.

"For commercial insurance funds, we aim for large state-owned insurance companies to invest 30 percent of their newly added premiums in A-shares starting 2025," Wu told the press conference held by the State Council Information Office.

The measure is expected to inject hundreds of billions yuan of long-term capital into the A-share market each year, he added.

Additionally, there will be a steady increase in the proportion of stock assets in the national social security fund, Wu said.

The coverage of enterprise annuities will gradually expand, supporting eligible employers to explore personal investment choices within enterprise annuities, and encouraging fund managers to pursue differentiated investment strategies, he noted.

"The implementation of these measures will further enhance the equity allocation capacity of medium- and long-term funds, steadily expand investment scale, improve the supply and structure of capital in the capital market, and consolidate the positive momentum of the capital market's recovery. It will also help medium- and long-term funds improve returns on long-term investments, and better embody the principles of long-term investment, value investment, and rational investment," said the official.
