Speech by SITI at Laservall - "From Hong Kong To Global: The Future of Advanced Manufacturing and Microelectronics"

Following is the speech by the Secretary for Innovation, Technology and Industry, Professor Sun Dong, at the Laservall -"From Hong Kong To Global: The Future of Advanced Manufacturing and Microelectronics" event today (March 31):

Ms Lee (Korean Consul (Commerce), Consulate General of the Republic of Korea in Hong Kong, Ms Jaeyon Lee), James (Chairman of Laservall, Mr James Kang), Andrew (Chief Executive Officer of Laservall, Mr Andrew Kim), Albert (Chief Executive Officer of the Hong Kong Science and Technology Parks Corporation, Mr Albert Wong), distinguished guests, ladies and gentlemen,

Good morning. It is my pleasure to stand before you today to celebrate Laservall's global expansion in Hong Kong - a milestone that marks the company's distinctive success achieved in developing advanced high-precision laser inter-connect solutions and automation system for advanced manufacturing.

Founded in Hong Kong in 2003 and commencing its amazing journey at the Hong Kong Science Park in 2024, a cradle that nurtures thousands of innovation and technology (I&T) companies, Laservall has evolved into a world leader in the advanced manufacturing industry today. With its extensive clientele including some renowned global brands in the industry of smartphone camera modules, electronics and automotive, Laservall continues to expand its operations with R&D (research and development) centres and production facilities across Asia.

We are so excited to witness Laservall's success today, as advanced manufacturing has been a pivotal sector and significant power engine to drive the development of new industrialisation in Hong Kong.

Following the promulgation of the Hong Kong Innovation and Technology Development Blueprint in December 2022, the Hong Kong SAR Government has been actively promoting new industrialisation through supporting the advanced manufacturing industries and encouraging the upgrading and transformation of traditional manufacturing sector through the use of I&T, with the aim of driving sustainable economic growth and creating high-quality employment opportunities.

To bolster the development of new industrialisation, our Government has stepped up its efforts by implementing a series of supporting policies and measures. For example, the New Industrialisation Funding Scheme was enhanced to reinforce our efforts in supporting enterprises to adopt smart manufacturing. As of February 2025, the scheme had supported more than 100 new smart production lines. To extend our dedication, we launched the New Industrialisation Acceleration Scheme last year to provide funding support for enterprises engaging in industries of strategic importance. We will also earmark another $100 million for the Pilot Manufacturing and Production Line Upgrade Support Scheme to provide financial support to companies setting up smart production facilities in Hong Kong.

Today, Laservall announces its plan of investing $300 million over the next five years and doubling the size of R&D team by 2026, and extending their R&D team eventually by sixfold by 2028. This not only reflects the company's commitment to innovation but also its unwavering confidence in Hong Kong's I&T industry. Its expansion at the Science Park is a perfect example of how it is leveraging Hong Kong's unique role as a "super-connector" and a "super value-adder" to strengthen its presence in the global market.

May I once again extend my sincere congratulations to Laservall for its outstanding I&T achievement. I am confident that we will soon witness more local companies, like Laservall, stepping onto the global I&T stage and demonstrating the remarkable outcomes of Hong Kong's R&D capabilities to the world in the near future. Thank you.

Government concludes fourteenth-day arrangements for Wang Fuk Court residents returning to their units

Today (May 3) is the fourteenth day of phased arrangements for residents of seven blocks of Wang Fuk Court in Tai Po to return to their units. Five high-zone floors of Wang Tai House and 10 middle-zone floors of Wang Shing House were opened. The access arrangements were carried out in an orderly manner and operated smoothly.

A total of 119 households (439 people) registered to return to their units today through the "one social worker per household" service, while 120 households (455 people) actually turned up.

The average time residents spent entering and leaving the building today was two hours and 25 minutes, with the shortest time being 15 minutes and the longest three hours and 40 minutes. About 69 per cent of the residents stayed in the building for less than three hours. About 27 per cent of the residents stayed in the building for less than two hours. About 7 per cent of the residents stayed in the building for less than one hour.

A total of 61 households (120 people) went up and down the building more than once. Among them, 37 households (79 people) made one additional trip, 16 households (29 people) made two additional trips, 5 households (8 people) made three additional trips, and 3 households (4 people) made four additional trips.

The integrated enquiry counter set up by relevant departments today received ten cases requesting police assistance and two cases involving residents seeking help due to physical discomfort.

The 10 cases requesting police assistance involved suspected loss of property, including watches, jewellery, cash and gold items. Officers were immediately deployed to assist in searches, and lost property was recovered in one case. In one case, the unit concerned was severely damaged and resident believed after investigation that the property might have been destroyed by fire. In another five cases, there were no signs of ransacking in the units, and the residents could not provide details on the property concerned. For the remaining three cases, the Police will make further investigation.

The Government spares no effort in supporting the residents returning to their units. Each day, the Government deploys over 1 000 personnel from various departments, including the Police, the Civil Aid Service, the Fire Services Department, the Auxiliary Medical Service, the Home Affairs Department, the Social Welfare Department (SWD), the Housing Department, and the Housing Bureau, as well as District Services and Community Care Teams members. The "Government-wide Mobilisation" mechanism has also been activated to bring together greater interdepartmental resources to support residents.

Under the "Government-wide Mobilisation" mechanism, the Civil Service Bureau has co-ordinated nine government departments to mobilise civil servants to form the Government Quick Response Unit to support these access arrangements. These civil servants come from the Agriculture, Fisheries and Conservation Department (AFCD), the Architectural Services Department (ArchSD), the Electrical and Mechanical Services Department (EMSD), the Environmental Protection Department (EPD), the Food and Environmental Hygiene Department (FEHD), the Lands Department (LandsD), the Leisure and Cultural Services Department (LCSD), the Post Office, and the Water Supplies Department (WSD). They will form dedicated teams with social workers and clinical psychologists from the SWD, stationed on different floors to provide support to residents returning to their units. The civil servants mobilised in the first three days were from the AFCD, those mobilised from the fourth day to the sixth day are from the EMSD and the LCSD, those mobilised from the seventh day to the ninth day are from the LandsD and the WSD, those mobilised from the tenth day to the twelfth day are from the Post Office and the ArchSD, while those mobilised from the thirteenth day to the fifteenth day (including today) are from the FEHD and the EPD.
