China on Saturday unveiled an action plan for global AI governance and proposed establishing a global AI cooperation organization, aiming to foster global collaboration on AI development and governance, said Deputy Foreign Minister Ma Zhaoxu at the High-Level Meeting on Global AI Governance in Shanghai on Saturday.
The action plan was issued at the three-day 2025 World AI Conference and High-Level Meeting on Global AI Governance, which kicked off on Saturday in Shanghai.
Addressing the opening ceremony of the event, Chinese Premier Li Qiang announced that the Chinese government proposes the establishment of a global AI cooperation organization.
"The action plan extensively incorporates valuable practical experiences from various countries in AI governance. While promoting AI development and application, it emphasizes principles such as respect for sovereignty, and fairness and inclusiveness. The plan also highlights the importance of addressing energy and environmental issues, calls for international cooperation and coordinated governance, and is expected to play a positive role in advancing global AI governance," said Ma.
Regarding the proposed AI cooperation organization, Ma said it represents China's important initiative to uphold and practice multilateralism, and promote global governance based on extensive consultation, joint contribution, and shared benefits.
It also demonstrates China's response to calls from the Global South to bridge the digital and intelligence divide and foster inclusive AI development, said Ma, adding that China hopes this organization will become a global public good.
"China's proposal to establish the global AI cooperation organization aims to strengthen international AI collaboration. We are considering Shanghai as its headquarters, hoping to leverage China's, especially Shanghai's, early advantages in AI to build international consensus, promote practical cooperation, and ensure that AI truly benefits all humanity," said Ma.
High-level representatives from over 40 countries and international organizations attended the 2025 World AI Conference and High-Level Meeting on Global AI Governance, engaging in exchanges and dialogues under the theme of "Global Solidarity in the AI Era."
