Youth Development Commission convenes 19th meeting

The Chief Secretary for Administration, Mr Chan Kwok-ki, chaired the 19th meeting of the Youth Development Commission (YDC) today (August 6).

At the meeting, the Home and Youth Affairs Bureau (HYAB) introduced two funding schemes nurturing youth positive thinking, namely, the HYAB Funding Scheme for Youth Positive Thinking Activities and the HYAB Funding Scheme for Youth Adventure Training Activities. Members appreciated that the funding schemes are conducive to young people's whole-person development, enhancing their confidence, and helping them face challenges in life with a positive attitude, thereby nurturing them to become a new generation with a sense of responsibility and an aspiration and willingness to contribute to the development of the country and Hong Kong.

Furthermore, the Housing Bureau (HB) introduced a series of measures to help young people purchase their own flats and achieve upward mobility. These include different measures of the Hong Kong Housing Authority (HA) to further assist young people, such as increasing the quota by 1 500 starting from the White Form Secondary Market Scheme 2024, all of which were allocated to young applicants aged below 40, allocating an extra ballot number to young people for the purchase of Home Ownership Scheme flats, etc. Members considered relevant measures effective in encouraging young people to move up the appropriate housing ladder and realise the dream of home ownership.

The HB also reported on the Well Being · Start-Up Programme. To encourage and support young people in pursuing their entrepreneurial dreams, the HA launched in 2024 the innovative programme to offer rent-free shops in its shopping centres for a seven-month period for young people to trial their business plans, and subsequently extended this vision to private shopping centres by launching the Well Being · Start-Up 2.0 Programme, inviting the commercial sector to collaborate in supporting young entrepreneurs and offering participants a three-year staged rental at discounted market rents after the first phase of the programme. Members concurred that this programme not only provides the community with more diverse shopping experiences through the vitality and innovative ideas of young people, but also effectively increases patronage in shopping centres, creating a win-win situation for all stakeholders.

Mr Chan said, "The current-term Government attaches great importance to youth development. I look forward to continuing to work closely with all members to build on the Youth Development Blueprint and draw the community together to nurture a new generation of young people with an affection for the country and Hong Kong, and equipped with global perspectives, an aspiring mind-set and positive thinking."

Customs YES organises Shenzhen Qianhai Youth Entrepreneurship Exploration Day

Customs YES organised the Customs YES X QMN Shenzhen Qianhai Youth Entrepreneurship Exploration Day in collaboration with the partnering organisation Quality Management Network (QMN) today (January 17). Led by the Assistant Commissioner (Administration and Human Resource Development) of Customs and Excise, Ms Phoebe Wong, a delegation of 51 youth from Customs YES and QMN visited innovation and technology (I&T) companies and a start-up incubation base in Qianhai, Shenzhen, to gain insights into the latest developments in the low-altitude economy and explore youth entrepreneurship opportunities in the Greater Bay Area.

The delegation first visited a Drone Education Experience Centre in Shenzhen to learn about the latest developments in aerial photography technology, including its applications in power system inspection and emergency rescue. In addition, under the guidance of professional instructors, the participants took part in a robotics competition and experienced drone operation.

The delegation then visited the Qianhai Shenzhen-Hong Kong Innovation and Entrepreneur Hub, where they learned about various facilitation measures supporting Hong Kong and Macao youth in pursuing entrepreneurship and career development on the Chinese Mainland. The participants also interacted with representatives of Hong Kong I&T start-up enterprises based at the hub to learn more about the latest developments in the low-altitude economy, and visited the Hong Kong Youth Short-Term Apartments which offers one-stop accommodation services for Hong Kong youth.

Customs YES will continue to organise various exchange activities to deepen youth's understanding on the latest developments in the country and Hong Kong's opportunities and contributions along the course.
