Immigration Department repatriates 25 unsubstantiated non-refoulement claimants to their places of origin
The Immigration Department (ImmD) carried out repatriation operations on August 13 and 14. A total of 25 unsubstantiated non-refoulement claimants who were overstayers were repatriated to their places of origin. All the persons removed were former foreign domestic helpers. Among them were discharged prisoners who had committed criminal offences and had been sentenced to imprisonment.
The ImmD is very concerned about the abuse of the non-refoulement claim mechanism and is aware that a number of claimants were former foreign domestic helpers. The ImmD has been co-operating with the relevant consulates-general in Hong Kong and will continue such co-operation to step up publicity and education for newly arriving foreign domestic helpers to help them understand that they should not abuse the non-refoulement claim mechanism.
Under the updated removal policy effective from December 7, 2022, the ImmD may generally proceed with the removal of a claimant whose judicial review case has been dismissed by the Court of First Instance of the High Court, thereby enhancing the efficiency of and efforts in removing unsubstantiated claimants. The ImmD will remain committed to expediting the removal process and actively maintain close liaison with governments of major source countries of non-refoulement claimants, airline companies and other government departments to repatriate unsubstantiated non-refoulement claimants from Hong Kong as soon as practicable through all appropriate measures to maintain effective immigration control and safeguard the public interest.

Companies Registry releases statistics for 2025
According to the statistics released by the Companies Registry today (January 16), a total of 195,343 local companies and re-domiciled companies were newly registered in 2025. By the end of 2025, the total number of local companies and re-domiciled companies registered under the Companies Ordinance increased by 96,609 compared to 2024, reaching 1,557,103, which was an all-time high figure.
In 2025, 1,532 non-Hong Kong companies that had newly established a place of business in Hong Kong were registered under the Companies Ordinance. By the end of 2025, the total number of registered non-Hong Kong companies was 15,586, up 3 per cent compared to 2024.

It ensures seamless business continuity and strengthens the competitiveness of Hong Kong as a global business and financial hub.
In 2025, the number of charges on properties of companies received for registration was 12,912, which was 6.4 per cent up from 12,137 in 2024. The number of notifications of payments and releases received for registration increased by 14.2 per cent, from 18,201 in 2024 to 20,789 in 2025.

Turning to the licensing of money lenders, 155 new licences were granted by the Licensing Court in 2025. By the end of 2025, the total number of licensed money lenders was 2,015.
