China will focus on accelerating the growth of emerging and future industries during the 15th Five-Year Plan (2026-2030) period to foster new engines for high-quality development, said the Ministry of Industry and Information Technology (MIIT) on Wednesday.
At a press conference held by the State Council information Office, Vice Minister of Industry and Information Technology Zhang Yunming briefed the media on China's industrial and information development achievements during the 14th Five-Year Plan (2021-2025) and outlined strategic priorities for the 15th Five-Year Plan.
Zhang summarized industrial progress over the past five years through what he described as "three batches" of achievements.
"A wave of innovation marked by high levels of technological advancement emerged. 'Good ideas' from the labs were continuously being transformed into 'quality products' on the production line. Technologies such as perovskite materials, permanent magnetic materials, and power batteries reached internationally advanced levels. Breakthroughs in new-generation networks, high-speed communications, advanced computing, emerging software, and blockchain were accelerating. Prototypes of atomic clocks and magnetometers based on next-generation quantum technology were successfully developed. Superconducting and photonic quantum computers achieved quantum supremacy, meaning they can outperform classical computers in solving certain specific problems. Meanwhile, brain-computer interface technology was rapidly expanding beyond healthcare into fields such as education and industry," said Zhang.
"A series of new products with broad application prospects were also hitting the market at an accelerated pace. Products like intelligent robots matured and entered practical use. Biomanufacturing applications were expanding in sectors including pharmaceuticals and healthcare, personal care and cosmetics, and green energy. New applied scenarios such as '5G plus,' 'Industrial Internet plus,' 'Robotics plus,' and 'BeiDou plus' were being rapidly developed, providing vast market space for the rapid industrialization of new products," said the vice minister.
"Several industries with strong international competitiveness have also stood out. During the 14th Five-Year Plan period, emerging sectors such as new energy vehicles, photovoltaics, low-altitude equipment, ships and marine engineering equipment grew rapidly, further enhancing the global reputation of 'Made in China.' In 2025, production and sales of new energy vehicles reached a new record high, while the photovoltaic industry maintained steady growth, contributing green energy to global development. The quantity and variety of civilian drones continued to increase. Our shipbuilding industry achieved both greater production and higher quality, with steadily rising global competitiveness," he said.
Zhang outlined how they have planned to implement measures to foster and expand emerging and future industries during the new five-year plan period.
"Looking ahead to the 15th Five-Year Plan, we will intensify efforts to cultivate emerging industries as new drivers of growth, launch large-scale demonstration projects for the application of new technologies, products, and scenarios in manufacturing, and establish national demonstration zones for emerging industries. By advancing on both the supply and demand sides, we aim to accelerate the growth of new pillar industries," said Zhang.
He said that in terms of future industries, they will implement the implementation guidelines on promoting the innovation-driven development of future industries. This includes continuing to organize and implement a number of forward-looking and strategic major science and technology programs, and support local governments in building region-specific pilot zones for future industries.
The government investment funds will be scaled up to foster a competitive and dynamic landscape for future industries nationwide, he added.
