LegCo Panel on Home Affairs, Culture and Sports visits Kai Tak Sports Park

The Legislative Council Panel on Home Affairs, Culture and Sports visited the Kai Tak Sports Park (KTSP) today (February 24) to gain insight into the latest operation of its facilities.

Accompanied by the Under Secretary for Culture, Sports and Tourism, Mr Raistlin Lau, and the Commissioner for Sports, Mr George Tsoi, Members first visited the Kai Tak Gallery and received a briefing from representatives of the KTSP Limited on the overall planning and core facilities of the Park, including its design concept, construction process, operation model and vision.

Members noted that the KTSP has hosted numerous major sports and entertainment events since its opening on March 1, 2025. According to leading international industry magazine Pollstar, Kai Tak Stadium ranked third globally in ticket sales and fifth worldwide in total gross revenue in 2025, while placing first in both categories across Asia. Members noted and supported the efforts of the Culture, Sports and Tourism Bureau and the KTSP Limited to continue to proactively attract more mega events to the KTSP, so as to leverage its strength as an essential vehicle for maintaining Hong Kong as a centre for major international sports events and developing sports as an industry, with a view to making use of the sports infrastructure to boost "sports + mega events" development, thereby injecting new impetus into economy and further solidifying Hong Kong's position as Asia's Events Capital.

Members then toured the Kai Tak Stadium to learn about its internal design features. They also visited the Central Square and the outdoor facilities to observe the exterior architecture of the Kai Tak Stadium, which is designed around the theme of the Pearl of the Orient. Members also learnt about the design features and various facilities of the Kai Tak Youth Sports Ground, as well as the outdoor sports and recreational facilities at the North Garden. Members also visited the Kai Tak Arena to get a bird's eye view of its Grand Hall to gain an understanding of its internal design features. During the visit, Members proposed that continuous efforts be made by KTSP Limited to enhance its parking facilities and pedestrian pathways (including barrier-free facilities), with a view to improving accessibility of the venues and encouraging community participation.

A total of 14 members and non-members of the Panel on Home Affairs, Culture and Sports participated in the visit.

Incoming passenger convicted and jailed for possession of duty-not-paid cigarettes

An incoming passenger was sentenced to 29 days of imprisonment by the Fanling Magistrates' Courts today (May 23) for possessing duty-not-paid cigarettes and failing to declare them to Customs officers, in contravention of Dutiable Commodities Ordinance (DCO).

Customs officers intercepted the incoming 58-year-old male passenger at the Lok Ma Chau Spur Line Control Point yesterday (May 22) and seized 1 981 sticks of duty-not-paid cigarettes from him. The estimated market value of the seized cigarettes was about $8,100, and the duty potential was about $6,500. He was subsequently arrested.

Customs welcomes the sentence, noting that even a first-time offender may still be imprisoned. The custodial sentence has imposed a considerable deterrent effect and reflects the seriousness of the offences. Members of the public should not defy the law.

Customs reminds members of the public that under the DCO, cigarettes are dutiable goods to which the DCO applies. Any person who imports, deals with, possesses, sells or buys illicit cigarettes commits an offence. The maximum penalty upon conviction is a fine of $2 million and imprisonment for seven years.

Members of the public may report any suspected illicit cigarette activities to Customs' 24-hour hotline 182 8080 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).
