The Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee and the Hong Kong and Macao Affairs Office of the State Council, Mr Xia Baolong, today (March 4) met with the Chief Executive, Mr John Lee, who was in Beijing for the opening meeting of the fourth session of the 14th National People's Congress (NPC).

Mr Xia said that Mr Lee has been leading the governance team of the Hong Kong Special Administrative Region (HKSAR) in resolutely implementing the guiding principles of important speeches by President Xi Jinping on Hong Kong and Macao affairs and the Central Government's strategic decisions. Mr Xia noted that under Mr Lee's leadership, the team has shouldered its responsibilities courageously and striven for excellence with dedication in resolutely safeguarding national security and steadfastly promoting high-quality development, making remarkable achievements in various policy areas of the HKSAR. When hearing the Chief Executive's report on the work of the HKSAR last December, President Xi stressed that Hong Kong should proactively align with the National 15th Five-Year Plan. As the fourth session of the 14th NPC will soon examine the draft outline of the 15th Five-Year Plan, Mr Xia said he believed that the HKSAR Government and different sectors of the Hong Kong community will certainly seize the opportunities, with a focus on the overall national development and taking full account of Hong Kong's actual circumstances, in formulating Hong Kong's first five-year plan, upholding and improving the executive-led system, continuously enhancing the efficacy of governance in accordance with the law, and giving full play to Hong Kong's unique advantages and important role of maintaining close connections with both the Mainland and the world. Mr Xia said he is confident that the HKSAR Government and the community will consolidate and enhance Hong Kong's status as an international financial, shipping and trade centre, accelerate the city's development into an international innovation and technology centre, and develop Hong Kong into an international hub for high-calibre talent, achieving better development by integrating into and serving the overall national development.

Mr Lee thanked Mr Xia for his guidance and care for the HKSAR, and his support and recognition to the work of the HKSAR Government. He noted that this year marks the beginning of the National 15th Five-Year Plan and is a crucial year for further deepening reforms comprehensively. Since assuming office, the current-term HKSAR Government has been actively consolidating and implementing Hong Kong's positioning in the development of the "eight centres" as outlined in the National 14th Five-Year Plan. Upholding fundamental principles while being innovative, the HKSAR Government has striven to explore new areas of economic growth, consolidate and enhance Hong Kong's status as an international financial, shipping and trade centre, and develop Hong Kong into an international hub for high-calibre talent. It is accelerating Hong Kong's development into an international innovation and technology centre, and promoting the development of the Northern Metropolis and the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone.

The HKSAR will seize the opportunities in the National 15th Five-Year Plan to gallop on its course of development with full momentum and fully leverage Hong Kong's unique advantages of being backed by the motherland and connected to the world under the "one country, two systems" principle. Mr Lee said that he will lead the HKSAR Government to expedite the formulation of Hong Kong's five-year plan to ensure comprehensive alignment with the National 15th Five-Year Plan. Hong Kong will proactively integrate into and serve the overall national development, contribute to the Guangdong-Hong Kong-Macao Greater Bay Area development and the Belt and Road Initiative, and tell the good stories of the country and Hong Kong, thereby achieving greater development for Hong Kong, making greater contributions to the building of a great country in all respects and advancing toward national rejuvenation.

The meeting was also attended by the Executive Deputy Director of the Hong Kong and Macao Work Office of the Central Committee of the Communist Party of China and the Hong Kong and Macao Affairs Office of the State Council, Mr Xu Qifang; Deputy Directors Mr Zhou Ji and Mr Nong Rong; the Head of the Office for Safeguarding National Security of the Central People's Government in the HKSAR, Mr Dong Jingwei, and other officials.

14 endangered reptiles seized in blitz operation by AFCD

The Agriculture, Fisheries and Conservation Department (AFCD) conducted a blitz operation yesterday evening (March 3). Fourteen reptiles of endangered species were seized from premises in an industrial building in Kwai Chung, including a crocodile, pythons, lizards and turtles.

The AFCD received a complaint earlier alleging that endangered species were illegally possessed inside premises in an industrial building in Kwai Chung. Following intelligence gathering and investigation, the AFCD immediately mounted an operation. During the operation, AFCD officers intercepted a male suspect at the premises. He was suspected in connection with the possession of endangered species listed in the Appendices to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). These included a rock iguana, a big-headed turtle, and three Indochinese box turtles, which are listed in Appendix I to CITES; and a crocodile, a blood python, a carpet python, three monitor lizards, a Chinese water dragon, a black-breasted leaf turtle, and a keeled box turtle, which are listed in Appendix II to CITES. According to the Protection of Endangered Species of Animals and Plants Ordinance (Cap. 586), unless exempted or otherwise stipulated, possession of Appendix I or Appendix II species requires a Licence to Possess or relevant documentary proof of the animals' origin. As the man was unable to produce any Licence to Possess or relevant document, the AFCD has therefore seized the endangered animals for further investigation.

A spokesman for the AFCD said, "Illegal possession of endangered species is a serious offence. Any person contravening the Protection of Endangered Species of Animals and Plants Ordinance will be liable to a maximum fine of $10 million and imprisonment for 10 years, and the seized specimens will also be forfeited upon conviction."

The Government is committed to protecting endangered species. The AFCD will remain vigilant and continue to monitor and collect intelligence through various channels and proactively take enforcement action to combat offences involving endangered species.
