Draft Nam Sang Wai Outline Zoning Plan approved

The Chief Executive in Council has approved the draft Nam Sang Wai Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Nam Sang Wai area", a spokesman for the Town Planning Board said today (April 17).

The planning scheme area, covering about 600 hectares, is bounded by San Tin Highway and Castle Peak Road - Tam Mi in the east, Mai Po and Fairview Park area in the north, Shan Pui River and Yuen Long New Town in the west and Shan Pui Chung Hau Tsuen and Castle Peak Road, Yuen Long - in the south.

The approved OZP has incorporated amendments shown on the draft Nam Sang Wai OZP No. S/YL-NSW/11, which mainly involve (i) rezoning a site to the west of Castle Peak Road - Tam Mi from "Other Specified Uses" ("OU") annotated "Comprehensive Development to include Wetland Restoration Area", "Industrial (Group D)", "Open Storage" ("OS") and an area shown as "Road" to "OU" annotated "Comprehensive Development to include Wetland Restoration Area (2)" to facilitate a comprehensive private residential development with a wetland restoration area, a public transport terminus, and government, institution, and community facilities; and (ii) rezoning a site near the junction of Castle Peak Road - Tam Mi and Pok Wai South Road from "OS" to "OU" annotated "Soy Sauce Factory" to facilitate the relocation and redevelopment of an existing soy sauce factory at Castle Peak Road - Tam Mi.

The Notes and Explanatory Statement of the OZP have been amended to reflect the above amendments. Opportunity is also taken to update the general information of various land use zonings and the planning circumstances, where appropriate.

The approved Nam Sang Wai OZP No. S/YL-NSW/12 is available for public inspection during office hours at (i) the Secretariat of the Town Planning Board, (ii) Planning Enquiry Counters, (iii) the Fanling, Sheung Shui and Yuen Long East District Planning Office, (iv) the Yuen Long District Office, (v) the San Tin Rural Committee, and (vi) the Shap Pat Heung Rural Committee.

Copies of the approved OZP are available for sale at the Map Publications Centre in North Point. The electronic version of the OZP can be viewed at the Town Planning Board's website (www.tpb.gov.hk).

Government reappoints Chairman and members of Public Service Commission

The Government announced today (April 17) that the Chief Executive has reappointed Ms Maisie Cheng Mei-sze as the Chairman of the Public Service Commission, as well as Ms Agnes Chan Sui-kuen and Mrs Ann Kung Yeung Yun-chi as members, from May 1, 2026, to April 30, 2028. The Chief Executive has also reappointed Mr Ivan Chu Kwok-leung and Mr Stephen Yiu Kin-wah as members of the Commission from July 1, 2026, to June 30, 2028.

Welcoming the reappointments, the Secretary for the Civil Service, Mrs Ingrid Yeung, said, "Ms Cheng possesses outstanding leadership and a wealth of administrative and management experience. Over the past three years, she has been leading the Commission to perform its role very effectively, providing impartial and valuable advice to the Government on matters of appointments, promotions and discipline in the civil service. I am very pleased that she will continue to serve as the Chairman of the Commission.

"I also thank the four reappointed members for their valuable contributions over the years and trust that they will continue to offer fair and objective advice to the Government with a view to safeguarding the impartiality and integrity of the appointment, promotion and disciplinary systems in the civil service."

The Commission is an independent statutory body. Its major role is to advise the Government on appointments, promotions and disciplinary matters in the civil service. The other serving members include Professor Francis Lui Ting-ming, Mr Victor Lam Wai-kiu, Mr Adrian Wong Koon-man and Mr Samuel Chan Ka-yan.
