Public urged to guard against repeated fake messages on Guangdong-Hong Kong Regular Quotas for vehicles
A spokesman for the Transport Department (TD) today (April 29) again reminded members of the public not to be misled by recent fake messages in social media and messaging groups that claim Hong Kong residents can directly apply for valid permanent Guangdong-Hong Kong Regular Quotas for their vehicles and use various boundary control points (BCPs). The case will be referred to law enforcement agencies for follow-up.
A spokesman for the TD clarified that applicants for the Regular Quotas must meet the application requirements stipulated by the Mainland authority and submit the specified documents (such as business registration documents of both Guangdong and Hong Kong) to the Mainland authority. Upon receipt of the Mainland Approval Notice from the Mainland authority, applicants may then apply to the TD of the HKSAR Government for Closed Road Permits for the designated land-based boundary control points.
The spokesman added, "Similar false information has from time to time appeared in local and Mainland social media and messaging groups. Such messages repeatedly impersonate government announcements, falsely claiming that quotas are not subject to BCPs or eligibility criteria to solicit clients. Members of the public should heighten vigilance."
The HKSAR Government stressed that the arrangements for the Regular Quotas and the use of BCPs are serious issues which must be jointly deliberated by the governments of the two places holistically. Citizens should refer to official announcements, verify messages carefully and stay alert against deception to avoid disruption to their travel plans.

Government concludes tenth-day arrangements for Wang Fuk Court residents returning to their units (with photos/video)
Today (April 29) is the tenth day of phased arrangements for residents of seven blocks of Wang Fuk Court in Tai Po to return to their units. Five low-zone floors of Wang Tai House and 10 low-zone floors of Wang Kin House were opened. The access arrangements were carried out in an orderly manner and operated smoothly.
A total of 112 households (400 people) registered to return to their units today through the "one social worker per household" service, while 111 households (395 people) actually turned up.
The average time residents spent entering and leaving the building today was two hours and six minutes, with the shortest time being four minutes and the longest three hours and 35 minutes. About 89 per cent of the residents stayed in the building for less than three hours. About 42 per cent of the residents stayed in the building for less than two hours. About 12 per cent of the residents stayed in the building for less than one hour.
A total of 73 households (152 people) went up and down the building more than once. Among them, 28 households (79 people) made one additional trip, 20 households (32 people) made two additional trips, 9 households (17 people) made three additional trips, 7 household (15 people) made four additional trips, 6 households (6 people) made five additional trips, 1 households (1 person) made six additional trips, and 2 households (2 people) made seven additional trips.
The integrated enquiry counter set up by relevant departments today received five cases requesting police assistance and one case involving residents seeking help due to physical discomfort.
The five cases requesting police assistance involved suspected loss of property, including watches, jewellery, cash and gold items. Officers were immediately deployed to assist in searches, and lost property was recovered in one case. For the remaining four cases, there were no signs of ransacking in the unit, and the residents could not provide details on the property concerned.
The Government spares no effort in supporting the residents returning to their units. Each day, the Government deploys over 1 000 personnel from various departments, including the Police, the Civil Aid Service, the Fire Services Department, the Auxiliary Medical Service, the Home Affairs Department, the Social Welfare Department (SWD), the Housing Department, and the Housing Bureau, as well as District Services and Community Care Teams members. The "Government-wide Mobilisation" mechanism has also been activated to bring together greater interdepartmental resources to support residents.
Under the "Government-wide Mobilisation" mechanism, the Civil Service Bureau has co-ordinated nine government departments to mobilise civil servants to form the Government Quick Response Unit to support these access arrangements. These civil servants come from the Agriculture, Fisheries and Conservation Department (AFCD), the Architectural Services Department (ArchSD), the Electrical and Mechanical Services Department (EMSD), the Environmental Protection Department, the Food and Environmental Hygiene Department, the Lands Department (LandsD), the Leisure and Cultural Services Department (LCSD), the Post Office, and the Water Supplies Department (WSD). They will form dedicated teams with social workers and clinical psychologists from the SWD, stationed on different floors to provide support to residents returning to their units. The civil servants mobilised in the first three days were from the AFCD, those mobilised from the fourth day to the sixth day are from the EMSD and the LCSD, those mobilised from the seventh day to the ninth day are from the LandsD and the WSD, while those mobilised from the tenth day to the twelfth day (including today) are from the Post Office and the ArchSD.
