LegCo to consider Stamp Duty (Amendment) Bill 2026

The following is issued on behalf of the Legislative Council Secretariat:

The Legislative Council (LegCo) will hold a meeting on Wednesday (May 20) at 11am in the Chamber of the LegCo Complex. During the meeting, the Second Reading debate on the Stamp Duty (Amendment) Bill 2026 will resume. If the Bill is supported by Members and receives its Second Reading, it will stand committed to the committee of the whole Council. After the committee of the whole Council has completed consideration of the Bill and its report is adopted by the Council, the Bill will be set down for the Third Reading.

On Members' motions, Professor Michael Ngai will move a motion on "Strengthening Hong Kong's function as an offshore Renminbi business hub to contribute to the Renminbi internationalization process". The motion is set out in Appendix 1. Mr Chan Chun-ying will move an amendment to ProfessorNgai's motion.

Mr Yiu Ming will move a motion on "Increasing the average living space per person in the Northern Metropolis to build a 'Blissful Northern Metropolis' ideal for living". The motion is set out in Appendix 2. Ms Michelle Tang, Mr Leung Man-kwong, Mr Augustine Wong and Mr Dennis Leung will move separate amendments to Mr Yiu's motion.

Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.

The agenda of the above meeting is available on the LegCo Website (www.legco.gov.hk). Members of the public can watch or listen to the meeting via the "Webcast" system on the LegCo Website. To observe the proceedings of the meeting at the LegCo Complex, members of the public may call 3919 3399 during office hours to reserve seats.

Fatal traffic accident in Lantau North

Police are investigating a fatal traffic accident happened in Lantau North today (May 18), in which a man died.

At 6.23am, a taxi driven by a 65-year-old man was travelling along Man Tung Road towards Kowloon. When approaching Yi Tung Road, it reportedly knocked down an 87-year-old man who was crossing the road.

Sustaining serious head injuries, the man was rushed to North Lantau Hospital in unconscious state and was certified dead at 7.21am.

The taxi driver was arrested for dangerous driving causing death and is being detained for enquiries.
