The Chief Executive (CE), Mr John Lee, received a briefing today (May 29) at the CE's Office by the Legislative Council (LegCo) Members on the findings of the work regarding Hong Kong's first five-year plan under the collaborative research and public opinion gathering mechanism (the collaborative mechanism) between the Government and the LegCo. LegCo Members compiled a report and a compendium based on the relevant work and submitted them to the CE with a view to assisting the Government of the Hong Kong Special Administrative Region (HKSAR) in formulating Hong Kong's first five-year plan under the executive-led system.

Mr Lee expressed his gratitude to all LegCo Members for their efforts and support. He was delighted and encouraged to see the complementary roles of the executive and the legislature, with a joint commitment to building a brighter future for Hong Kong.

Mr Lee said that Hong Kong's first five-year plan, being a forward-looking and strategic guiding document, will align with the vast opportunities brought by the National 15th five-year Plan, providing clear directions for Hong Kong's economic and social development over the next five years. The five-year plan will focus on Hong Kong's development and strategic plans to lay a solid foundation for growth; consolidate and enhance Hong Kong's traditional strengths while actively exploring new avenues; and capitalise on Hong Kong's distinctive advantage under the "one country, two systems" principle with the staunch support from the motherland and close connections with the world, thereby expanding international development opportunities while integrating into and serving the overall national development.

Mr Lee said that he is leading the HKSAR Government in drafting Hong Kong's first five-year plan. LegCo Members have consistently been offering active support, and therefore under the executive-led system, the HKSAR Government has established the collaborative mechanism to foster the synergistic partnership between the executive and the legislature. Under the mechanism, the LegCo has conducted thematic research and analysis, gathered views, consolidated the findings and compiled a compendium with a view to assisting the HKSAR Government in formulating Hong Kong's first five-year plan. He expressed his gratitude to all LegCo Members for their proactive support and efforts.

The President of the LegCo, Dr Starry Lee; the Chairman of the LegCo House Committee, Mr Chan Chun-ying and the Vice-Chairman, Dr Junius Ho; the Chairman of the Finance Committee, Mr Jimmy Ng; the Chairman of the Subcommittee on Hong Kong's Work to Actively Dovetail with the National 15th five-year Plan, Mr Stanley Ng and the Vice-Chairman, Mr Erik Yim, together with members of the Subcommittee attended the meeting with the CE. LegCo Members said that the collaborative mechanism is a groundbreaking and innovative one, which would further foster the positive interaction between the executive and the legislature. They will spare no effort in assisting the HKSAR Government to complete Hong Kong's first five-year plan at the earliest opportunity, cultivating a new collaborative paradigm for good governance of Hong Kong.

The Subcommittee held its fourth meeting at the LegCo this morning to summarise the research conducted and views collected regarding Hong Kong's five-year plan in preparation for submitting a report on the thematic research and views gathered to the CE. The Acting Secretary for Constitutional and Mainland Affairs, Mr Clement Woo, also attended the Subcommittee meeting.

The HKSAR Government will fully seize the missions and opportunities brought to Hong Kong by the national development during the 15th five-year Plan period, proactively align with national major development strategies, and facilitate Hong Kong in better integrating into and serving the overall national development. The HKSAR Government will launch a public consultation on Hong Kong’s first five-year plan within this quarter.

Hong Kong Customs Seizes 153 Endangered Turtles Worth $1.58 Million at Shenzhen Bay Control Point

Hong Kong Customs seizes turtles of suspected scheduled endangered species

Hong Kong Customs today (May 29) seized 153 turtles of suspected scheduled endangered species at the Shenzhen Bay Control Point, with a total estimated market value of about $1.58 million.

Through risk assessment, Customs today intercepted an incoming lorry at the control point. After inspection, Customs officers found the batch of turtles of suspected scheduled endangered species concealed in the socks inside the paper boxes.

The batch of turtles was handed over to the Agriculture, Fisheries and Conservation Department for follow-up action.

Under the Protection of Endangered Species of Animals and Plants Ordinance (Cap. 586), any person importing, exporting or possessing specimens of endangered species not in accordance with the Ordinance commits an offence and will be liable to a maximum fine of $10 million and imprisonment for 10 years upon conviction with the specimens forfeited.
