HKMA establishes Tokenised Bond Expert Group

The following is issued on behalf of the Hong Kong Monetary Authority:

The Hong Kong Monetary Authority (HKMA) announced today (June 5) that it has convened a Tokenised Bond Expert Group (Expert Group), bringing together industry representatives with relevant experience and interest in Hong Kong's tokenised bond market development, in order to drive further adoption and scalability of tokenised bonds in Hong Kong.

Member institutions of the Expert Group (see Annex) are representatives from industry associations, financial institutions, legal advisory firms, as well as financial infrastructure and technology providers. Building on the progress achieved so far through the HKMA's various tokenised bond-related initiatives, the Expert Group will collectively explore policy measures, market practices, and innovations.

In May, the HKMA hosted the first series of Expert Group discussions, which views were exchanged on Hong Kong's current legal and regulatory regime and its application to tokenised bond issuance and transactions. The feedback received provided reference for the HKMA's ongoing work with the Financial Services and the Treasury Bureau on reviewing and identifying potential enhancements to Hong Kong's legal and regulatory regime to facilitate the broader adoption of tokenisation technology in the fixed income market. Details of the relevant exercise will be announced separately.

The HKMA will continue to engage with Expert Group members to deep dive into various topics pertinent to tokenised bond market development, and will review and update the composition of the Expert Group as needed.

About HKMA's tokenised bond-related initiatives

In 2021, the HKMA embarked on its bond tokenisation journey with a joint proof-of-concept study with the Bank for International Settlements Innovation Hub Hong Kong Centre. This was followed by the successful execution of three landmark tokenised bond issuances for the HKSAR Government, including the world's first tokenised government green bond in 2023, the first multi-currency digital bond in 2024, as well as the largest digital bond issuance at the time of issuance and the first digital bond to integrate tokenised central bank money in the form of e-CNY and e-HKD in 2025.

The HKMA has also been promoting tokenised bond market development through measures including encouraging issuances through the Digital Bond Grant Scheme, building capacity through the EvergreenHub knowledge repository, and exploring potential enhancements to Hong Kong's legal and regulatory regime together with the Financial Services and the Treasury Bureau to facilitate the broader adoption of tokenisation technology in the fixed income market.

Guangdong, Hong Kong and Macao jointly organise National Event on Environment Day 2026

The Secretary for Environment and Ecology, Mr Tse Chin-wan, attended the National Event on the Environment Day 2026 in Guangzhou today (June 5). Under the guidance of the Ministry of Ecology and Environment (MEE), the event this year is jointly organised by Guangdong Province, the Hong Kong Special Administrative Region (SAR) and the Macao SAR under the theme "Comprehensive Green Transition and Jointly Build a Beautiful China" to actively integrate into the National 15th Five-Year Plan.

At the event, Mr Tse, together with the Director-General of the Department of Ecology and Environment of Guangdong Province, Ms Xu Xiaoxia, and the Director of the Environmental Protection Bureau of the Macao SAR Government, Mr Ip Kuong-lam, delivered an action declaration of Guangdong Province, Hong Kong SAR and Macao SAR on jointly building an international first-class beautiful bay area. They stated that the three places will follow guidance from President Xi Jinping's vision of ecological civilisation to develop a regional pattern for green synergistic development and speed up green and low-carbon transformation, and will work in unison to shoulder shared responsibilities, solve shared problems and move towards shared goals to strive to turn the Guangdong-Hong Kong-Macao Greater Bay Area into an international first-class beautiful bay area where humans and nature co-exist in harmony.

In support of the National Event on the Environment Day 2026 and to celebrate the 40th anniversary of the Environmental Protection Department (EPD), the Environment and Ecology Bureau (EEB) and the EPD launched the Beautiful Hong Kong Green Fest this month. Centred on four main themes, namely "Beautiful Hong Kong", "Public Participation", "Waste Reduction and Recycling", and "Green Technology", the campaign features a series of diverse experiential and hands-on activities, including school outreach activities, environmental workshops, free admission to green facilities and ecological guided tours, to deepen public understanding of environmental protection and to jointly build a beautiful Hong Kong.

At the event today, Mr Tse also received a presentation on the release of the Report on the State of the Ecology and Environment in China 2025,as well as the experiences of Guangdong Province, Hong Kong SAR, Macao SAR and various mainland provinces and municipalities in areas such as atmospheric pollution prevention and control, water pollution prevention and control, green industrial transition, ecological protection and restoration, environmental protection technology and international co-operation.

The Director of Environmental Protection, Dr Samuel Chui, also attended the event.

The United Nations has designated June 5 as World Environment Day. In recent years, authorities including the MEE and the Central Office of Spiritual Civilization Construction have joined local governments to organise regularly the National Event on the Environment Day, which showcases achievements in promoting the development of a Beautiful China across the country and mobilises people from all walks of life to participate in the promotion of ecological civilisation.

Mr Tse returned to Hong Kong this afternoon.
