Xi Jinping, general secretary of the Communist Party of China Central Committee, has urged further efforts to boost coordinated regional development and secure solid progress in advancing common prosperity for all.
Xi, also Chinese president and chairman of the Central Military Commission, made the remarks in an instruction conveyed at a national conference on east-west collaboration held in Yinchuan City, capital of Ningxia Hui Autonomous Region, on Wednesday.
Xi pointed out that over the past 30 years since the launch of the pairing assistance program, the initiative has played a pivotal role in eradicating absolute poverty and boosting coordinated regional development.
Xi noted that 2026 marks the first year in the 15th Five-Year Plan period (2026-2030), as well as the first year of implementing the regular assistance program.
Efforts should be made to summarize and apply the valuable experience gained from Fujian-Ningxia cooperation, so as to promote industrial complementarity, personnel interflow, mutual learning of technologies, exchange of ideas, and mutual reference of work styles between the eastern and western regions, thus achieving mutual benefit, win-win results and common development, Xi said.
Chinese Vice Premier Liu Guozhong, also a member of the Political Bureau of the Communist Party of China Central Committee, addressed the conference.
He stressed the need to deepen industrial and labor cooperation between the eastern and western regions, enhance exchanges of officials and talents, expand cooperation in science and technology, finance and other fields, carry out creative work based on local conditions, continuously improve the quality and efficiency of cooperation, and promote complementary advantages, mutual empowerment and common development.

Beginning in the mid-1990s, prosperous eastern provinces were paired with western regions under a nationwide assistance framework. The partnership between Fujian and Ningxia became one of the most prominent examples.
