HyD signs design and construction consultancy agreement for Tsing Lung Bridge

The Highways Department (HyD) today (June 30) signed a design and construction consultancy agreement with the Arup - Mott MacDonald Joint Venture for the Tsing Lung Bridge, commencing the preparation work for the future construction contract. The professional team formed by the Joint Venture also comprises China Railway Major Bridge Reconnaissance & Design Institute Co. Ltd., an Academician of the Chinese Academy of Engineering, and experts from various other disciplines.

To meet the north-south transport demand arising from the future development of the Northern Metropolis (including the Hung Shui Kiu/Ha Tsuen New Development Area and the Yuen Long South New Development Area in the Northwest New Territories) and to strengthen the connection between the Northern Metropolis with the Harbour Metropolis, the HyD is actively taking forward the Route 11 project. In accordance with the strategy of "Holistic Planning and Phased Implementation", the HyD has accorded priority to roll out a design and construction consultancy agreement for the Tsing Lung Bridge project at the southern end of Route 11. The Tsing Lung Bridge will be the first dual four-lane sea-crossing bridge in Hong Kong, with a main span of approximately 1.3 kilometres, spanning across the Ha Pang Fairway as well as connecting the Tsing Lung Tau Interchange and the North Lantau Interchange.

A spokesman for the HyD said, "The Tsing Lung Bridge at the southern end of Route 11 will divert traffic from Tuen Mun Road (Sham Tseng section) and the Ting Kau Bridge, alleviating traffic congestion and enhancing the resilience and responsiveness of the overall road network. The Tsing Lung Bridge will feature a distinctive aesthetic design. In considering the airport height restriction, the two towers of the suspension bridge are of an unequal height and an asymmetric main span to tie in with the surrounding environment. The H-shaped tower and the K-shaped cross-beams together will form an iconic design symbolising 'HK' for Hong Kong. We will also explore introducing a 'bridge tourism' concept in the project, such as opening up the bridge deck or underside, and providing tourism facilities. We believe this can become a new Hong Kong landmark and a popular 'check-in' spot for visitors. We will make every effort to take forward all key tasks, with the target of achieving the technical readiness of the project for tendering of the construction contract as soon as possible."
