Housing Bureau awards operation and management contract of Light Public Housing at Tsing Fat Street, Tuen Mun

The Housing Bureau (HB) today (July 10) awarded the operation and management contract of the Light Public Housing (LPH) at Tsing Fat Street, Tuen Mun (Contract No. LPH20250010), to China Overseas Property Services Limited - Tung Wah Group of Hospitals Joint Venture, at tender sums of about $180.67 million.

Located at Tsing Fat Street, Tuen Mun, the LPH project will provide about 4 200 units with tenant intake anticipated in the third quarter of this year. In order to ensure that the facilities and services of LPH meet the needs of residents and the community, this project provides a wide range of social services and retail facilities, including a supermarket, convenience stores, catering facilities, launderettes, a fresh provision shop, a hair salon and an activity room. Notably, in addition to a public transport terminus which can serve residents in the neighbourhood by providing public transport services to/from Tuen Mun town centre, Tuen Mun Road Bus-Bus Interchange and other destinations, there is also a promenade for public use within the project. Under the steer and supervision of the HB, the operating organisation will work at full capacity to carry out the pre-management works effectively in the coming months to ensure the smooth handling of LPH applications and intake matters, and to provide various services and ancillary facilities for the residents and local community immediately upon intake.

The Secretary for Housing, Ms Winnie Ho, said, "Since the Chief Executive proposed the groundbreaking and innovative LPH initiative to construct about 30 000 LPH units, the HB and the Architectural Services Department have been sparing no effort in driving the initiative in order to improve the living conditions of families with imminent housing needs at the soonest. The 13 LPH projects have been taken forward in an orderly manner according to the original schedule, among which eight projects have already been completed, providing a total of about 19 130 units. Among them, 9 650 units have achieved full intake in or before the first quarter of this year, which have immediately, effectively and in a targeted manner substantially improved the living environment and quality of life of nearly 20 000 people in a short period of time.

"Based on the current construction progress, we expect that about 10 670 more LPH units will be completed within 2026, while the remaining small batch of about 200 LPH units will also be completed in early 2027, gradually moving towards the target proposed by the Chief Executive in the 2022 Policy Address of completing the construction of about 30 000 LPH units before 2027-28.

"The contract is awarded to China Overseas Property Services Limited - Tung Wah Group of Hospitals Joint Venture today. Tung Wah Group of Hospitals also takes part in operating the LPH project at Yau Pok Road, Yuen Long. With the experience of Tung Wah Group of Hospitals in the LPH operation and management, together with China Overseas Property Services Limited's solid property management experience in public rental housing, we are confident that they are capable of bringing significant improvement to the lives of about 4 200 units of families who will be moving into the LPH at Tsing Fat Street, Tuen Mun," she added.

The LPH projects offer various social welfare services and community facilities for the residents and local communities nearby, in addition to providing accommodation of better living environments and lower rents for the families with pressing housing needs, including the above-mentioned public transport terminus, promenade and other ancillary facilities. Therefore, in addition to the general property management contracts providing general cleaning and security services, the requirements for LPH's operation and management services are more comprehensive, which cover not only tenancy management, property management, daily maintenance, but also a range of social services (such as facilitating residents' integration into the community, providing assistance in job seeking and schooling, offering support to the elderly and persons with disabilities, and providing services for families and children, after-school care, social work support).

To ensure service quality, the HB has, in the assessment process, carried out a technical assessment based on a series of criteria including the management capability and relevant experience of the tenderers, as well as the proposed modes of operation and management, social services to be provided, exit plan and the use of innovation and information technology. The tender price was then comprehensively evaluated to decide on the most suitable operating organisation.

The response to the LPH application has been overwhelming, with about 41 600 applications received as at early July this year. This fully demonstrates that with a better living environment, appropriate facilities, targeted services and affordable rent, LPH projects are highly popular among citizens currently facing housing difficulties. Results of monthly survey on business situation of small and medium-sized enterprises for June 2026

The Census and Statistics Department (C&SD) released today (July 10) the results of the Monthly Survey on Business Situation of Small and Medium-sized Enterprises (SMEs) for June 2026.

The current diffusion index (DI) on business receipts amongst SMEs decreased from 44.4 in May 2026 in the contractionary zone to 44.0 in June 2026, whereas the one-month's ahead (i.e. July 2026) outlook DI on business receipts was 47.0. Analysed by sector, the current DIs on business receipts for some surveyed sectors dropped in June 2026 as compared with previous month, particularly for the real estate (from 49.3 to 45.6) and logistics (from 40.7 to 39.5).

The current DI on new orders for the import and export trades increased from 46.0 in May 2026 to 46.4 in June 2026, whereas the outlook DI on new orders in one month's time (i.e. July 2026) was 47.2.

Commentary

A Government spokesman said that business sentiment amongst SMEs remained cautious in June, in view of the uncertain development of the Middle East conflict. Both the current and outlook diffusion indices on business receipts for SMEs edged down slightly from the preceding month. Meanwhile, the overall employment situation continued to hold steady.

Looking ahead, the sustained expansion of the Hong Kong economy should provide support to business sentiment. Nevertheless, the global conditions remain fluid. In particular, any re-escalation of geopolitical tensions in the Middle East could weigh on business confidence. The Government will remain vigilant to the evolving external environment.

The Monthly Survey on Business Situation of Small and Medium-sized Enterprises aims to provide a quick reference, with minimum time lag, for assessing the short-term business situation faced by SMEs. SMEs covered in this survey refer to companies with fewer than 50 persons engaged. Respondents were asked to exclude seasonal fluctuations in reporting their views. Based on the views collected from the survey, a set of diffusion indices (including current and outlook diffusion indices) is compiled. A reading above 50 indicates that the business condition is generally favourable, whereas that below 50 indicates otherwise. As for statistics on the business prospects of prominent companies in Hong Kong, users may refer to the publication entitled "Report on Quarterly Business Tendency Survey" released by the C&SD.

The results of the survey should be interpreted with care. The survey solicits feedback from a panel sample of about 600 SMEs each month and the survey findings are thus subject to sample size constraint. Views collected from the survey refer only to those of respondents on their own companies rather than those on the respective sectors they are engaged in. Besides, in this type of opinion survey on expected business situation, the views collected in the survey are affected by the events in the community occurring around the time of enumeration, and it is difficult to establish precisely the extent to which respondents' perception of the business situation accords with the underlying trends. For this survey, main bulk of the data were collected around the last week of the reference month.
