Emergency response departments of east China's Anhui Province are acting quickly to safeguard lives and property, following the severe impacts of Typhoon Dolphin, the 13th of this year.
Typhoon Dolphin made two landfalls along the coast of east China's Zhejiang Province on Sunday, unleashing record-breaking torrential rains.
Many parts of Anhui were affected by severe weather brought by the typhoon, such as heavy rain and strong winds starting Monday, with the occurrence of dangerous situations such as rapidly rising river levels, road flooding, and fallen trees. Huangwei Town in Yuexi County, Anqing City, is one of the areas severely affected by the heavy rainfall. Local hydrological stations recorded a cumulative rainfall of 309 millimeters, reaching the level of an exceptionally heavy rainstorm. The Huangwei River, which flows through the town, saw a rapid rise in water level.
"Normally the water depth is about one meter, but now it has risen to four to five meters. The usual flow rate is only tens to 100 cubic meters per second, but it has now increased to 650 cubic meters per second," said Wang Lei, a hydrological surveyor.
Due to the surge in river water levels, the local authorities immediately closed nearby scenic areas, halted construction work, and evacuated 1,316 people.
Starting around 03:00 Monday, heavy rain hit the urban area of Tianchang City, causing deep flooding in some low-lying areas. Many vehicles stalled or skidded while attempting to go through the water. Local authorities immediately initiated emergency response measures. Warning signs were set up at various flooded locations throughout the city, and drainage networks were expedited to ensure the water was drained from the roads as quickly as possible.
Quanjiao County in Chuzhou City was also hit by strong winds and heavy rain on Monday. Around 11:30, many roadside trees along National Highway G312 were uprooted or snapped in half. A large tree fell and struck a moving bus, causing a complete traffic disruption. Emergency response workers used specialized equipment to cut through the trunks, and traffic began to gradually resume on the affected sections after around two hours' efforts.
