Government announces establishment of Steering Committee on Hong Kong Intellectual Property Academy Pilot Programme and appointments
The Government today (September 10) announced the establishment of the Steering Committee on the Hong Kong Intellectual Property Academy Pilot Programme and the appointment of its Chairman, Vice-Chairman and members.
As announced in the 2026-27 Budget, the Intellectual Property Department will collaborate with the Vocational Training Council to establish the Hong Kong Intellectual Property Academy, which is targeted to officially commence in the fourth quarter of this year. Through more systematic and better-recognised on-the-job intellectual property (IP) training programmes for the workforce across the economy, the Academy seeks to expand Hong Kong's pool of IP talent and support its development as a regional IP trading centre.
A spokesman for the Commerce and Economic Development Bureau said, "Talent is essential to the continued development of Hong Kong's IP ecosystem. By bringing together the expertise and experience of government representatives, industry stakeholders and professionals from different fields, the Steering Committee will advise on the development and operation of the Academy's pilot programme and help ensure that its training responds to industry needs.
"We look forward to working closely with the Steering Committee to equip the workforce with the knowledge and skills needed to capture the opportunities arising from IP commercialisation and trading."

Recruitment for six civil service graduate grades to start on Saturday
The Government will launch the 2026-27 joint recruitment exercise for Administrative Officer (AO), Executive Officer II, Assistant Information Officer (General), Assistant Trade Officer II, Management Services Officer II, and Transport Officer II this Saturday (September 12). Applicants must submit their applications through the online application system on the Civil Service Bureau (CSB) website. The deadline for application is 11.59pm on October 2 (Hong Kong time).
The recruitment is open to all permanent residents of the Hong Kong Special Administrative Region who meet the relevant entry requirements, as well as students pursuing a bachelor's degree or equivalent and are graduating in the academic years of 2026-27 or 2027-28. The respective recruitment targets are set out below:

Eligible applicants will be arranged to take the Joint Recruitment Examination (JRE) scheduled to be held on December 5 in Hong Kong, and will need to have obtained:
(a) Level 2 results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or other results which are accepted as equivalent (details are set out on the CSB's CRE website at www.csb.gov.hk/eng/cre.html);
(b) a pass result in the Aptitude Test paper in the CRE; and
(c) a pass result in the Basic Law and National Security Law Test (BLNST) (Degree/Professional Grades).
Applicants who have not attained the requisite CRE/BLNST results may also apply. Arrangements will be made for those without the requisite CRE results to take a designated CRE on December 5 in Hong Kong. Those yet to attain a pass result in the BLNST (Degree/Professional Grades) must separately apply for the Digitalised BLNST (Degree/Professional Grades) (application details available at www.csb.gov.hk/eng/dblnst.html) and obtain a pass result before December 5 in order to be considered for appointment.
Applicants may also choose to attend the JRE on December 5 in one of the seven cities outside Hong Kong (i.e. Beijing, Shanghai, London, New York, Toronto, Vancouver and Sydney). Moreover, the CRE and paper-based BLNST (Degree/Professional Grades) will also be held on the same day in these seven cities. Applicants may separately apply for the CRE and BLNST (Degree/Professional Grades) online from September 12 to October 2 (Hong Kong time).
Applicants must obtain the requisite CRE and BLNST (Degree/Professional Grades) results for their JRE scripts to be processed.
Details of the joint recruitment exercise and the online application system will be available on the CSB website (www.csb.gov.hk) from this Saturday. For the recruitment of AO, relevant information will also be available on a dedicated website at www.ao-recruitment.gov.hk.
