A 34-year-old Mainland male passenger arrived in Hong Kong from Kuala Lumpur, Malaysia, today. During customs clearance, seven bags of the suspected cannabis buds, weighing about 11.2kg in total, were found inside his check-in suitcase. The man was subsequently arrested.

An investigation of the case is ongoing.

Customs will continue to step up enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not to participate in drug trafficking activities for monetary return. Customs will continue to apply a risk assessment approach and focus on selecting passengers from high-risk regions for clearance to combat transnational drug trafficking activities.

Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.

Investigation upon District Council Member's conviction

The Government noted today (September 14) that the District Court convicted Yuen Long District Council (YLDC) Member Sei Chun-hing of intercourse with a girl under 16, with Sei on remand until sentencing on October 27.

The Government places great importance on the conduct and integrity of DC Members, and will closely monitor the progress of the legal proceedings and follow up accordingly. The Secretary for Home and Youth Affairs (SHYA) has received a letter from the Chairman and three Members of the YLDC, pursuant to the District Councils Ordinance (Cap. 547) (the Ordinance), to initiate an investigation on the matter. The SHYA will appoint a supervisory committee, in accordance with the Ordinance and the performance monitoring system of DC Members, to conduct the investigation.
