Secretary for Health meets with Vice Governor of Henan Province and both witness signing of MOU on exchanges and co-operation in Chinese medicine between Henan and Hong Kong
The Secretary for Health, Professor Lo Chung-mau, met with the Vice Governor and member of the Party Leadership Group of the People's Government of Henan Province, Mr Song Zhenghui, and his delegation today (September 22) to exchange views on deepening comprehensive exchanges and co-operation in Chinese medicine (CM) between the two places. They jointly witnessed the signing of the Memorandum of Understanding (MOU) on the exchanges and co-operation in CM between the Health Bureau(HHB) and the Health Commission of Henan Province, working together to promote exchanges and collaboration in CM between the two places.
Professor Lo welcomed the delegation and introduced to them the strategic directions of CM development in Hong Kong. He said, "The Chief Executive led the Hong Kong Special Administrative Region (HKSAR) Government in formulating the First Five-Year Plan for Economic and Social Development of the HKSAR (2026-2030) (Hong Kong’s First Five-Year Plan) for the first time to comprehensively and proactively align with the National 15th Five-Year Plan Outline. It clearly sets out the principle for promoting high-quality and high-standard development of CM on all fronts. Through the two flagship institutions, The Chinese Medicine Hospital of Hong Kong (CMHHK) and the Government Chinese Medicines Testing Institute (GCMTI), Hong Kong will strive to promote pure CM and integrated Chinese-Western medicine services as the 'Hong Kong model' in the modern healthcare system to provide a high-standard reference model for the world, while developing Chinese medicine standards that align with international standards, with a view to extending the benefits of CM services and products to more countries.
"The Chief Executive's 2026 Policy Address is also closely aligned with Hong Kong's First Five-Year Plan, highlighting various CM policy measures to progressively advance the long-term development of CM in Hong Kong, while also striving to provide the public with comprehensive CM services, including the launch of 24-hour inpatient services at CMHHK starting from the end of this year and the expansion of the integrated Chinese-Western medicine services of the Hospital Authority."
Anchored by Hong Kong's first Chinese Medicine Development Blueprint released last December, coupled with the commencement of CMHHK and the permanent premises of the GCMTI at the end of last year, the HKSAR Government will continue to vigorously promote the development of CM services, Chinese medicines standard setting, scientific research collaboration and talent cultivation, which will inject new momentum into promoting the high-quality development of CM in Hong Kong.
Professor Lo emphasised, "The HKSAR Government attaches great importance to CM exchanges with various provinces on the Mainland, and will continue to deepen co-operation between Henan and Hong Kong in the CM sector under the principles of complementarity and mutual benefits, thereby jointly contributing to the revitalisation and development of CM in the country."
At the meeting, Professor Lo and Mr Song jointly witnessed the signing of the MOU on the exchanges and co-operation in CM by the Acting Commissioner for Chinese Medicine Development of the HHB, Dr Ng Chi-sun, and Associate Director of the Health Commission of Henan Province Mr Ding Li. Both sides also conducted exchanges on strengthening the co-operation on CM development between the two places, focusing on leveraging CMHHK's role as a "change driver", the GCMTI as a key platform for promoting Chinese medicines standards to go global, and promoting high-end talent cultivation to advance high-quality CM development in the two places.
During its visit to Hong Kong, the delegation also visited CMHHK and the GCMTI to understand the operation of the two flagship institutions.

SED officiates at launch ceremony of first Mainland study tour of Citizenship and Social Development subject in Beijing
The Secretary for Education, Dr Choi Yuk-lin, today (September 22) officiated at the launch ceremony of the first Mainland study tour of the subject of Citizenship and Social Development in Beijing.
Dr Choi noted that Beijing, as the country's centre for politics, culture, international exchanges, and technological innovation, enables students to deeply experience the capital's rich cultural atmosphere and the advanced pace of the nation's innovative development. Launching the trip in Beijing is an important milestone for Mainland exchange study tours under the Citizenship and Social Development subject.
She encouraged students to cherish this rare learning opportunity, actively communicate with local youths and experts, deeply appreciate the profound heritage of excellent traditional Chinese culture, and bear in mind the history of the War of Resistance against Japanese Aggression. She urged them to build a more solid cultural confidence and national identity, while cultivating a broad vision with the country at heart, and to reflect how to integrate personal aspirations with the overall development of the country.
The launch ceremony was held at the Museum of the War of Chinese People's Resistance Against Japanese Aggression, the first Patriotic Education Base for Hong Kong and Macao Youth. Before the ceremony, students from Queen's College, who participated in the Beijing study tour, joined students from their sister school, Beijing 101 High School, in raising the national flag at the museum.
Following the launch ceremony, Dr Choi and the students visited the museum, Wanping City, and the Lugou Bridge. She said that the first Patriotic Education Base for Hong Kong and Macao Youth is located in Wanping City by the Lugou Bridge, which marks the historical starting point of the Chinese nation's full-scale War of Resistance against Japan. It allows Hong Kong youth to understand the country starting from its historical roots, which carries a unique symbolic significance.
The study tour group also visited Meituan today. The visit allowed the students to experience firsthand the nation's outstanding achievements in scientific and technological innovation as well as industrial transformation, helping them learn about development opportunities on the Chinese Mainland and broaden their horizons for future career planning.
The fiveday itinerary in Beijing also included visits to Yuanmingyuan, the Palace Museum, the Mutianyu Great Wall, and Shougang Park. In addition, the group visited Peking University and Beijing 101 High School to experience campus life on the Chinese Mainland and engage in exchanges and interactions with local students. This had deepened friendship between young people of the two places while helping students understand the higher education environment and development opportunities on the Chinese Mainland.
Dr Choi will continue her visit to Beijing tomorrow (September 23) and participate in the activities of the National Day and Professional Exchange Delegation to Beijing from the Hong Kong Education Sector.
