321 Vacant Hawker Pitches Available for Reallocation; Applications Open October 6-26

Application for vacant fixed hawker pitches to open from October 6

The Food and Environmental Hygiene Department (FEHD) will reallocate a total of 321 vacant fixed hawker pitches and issue new licences. Eligible persons can submit their applications from 9am on October 6 to 5pm on October 26.

A spokesman for the FEHD said today (September 23), "Following two rounds of the allocation of vacant fixed hawker pitches in 2019 and 2022, under which a total of 523 hawker licences were issued, the FEHD will put up 321 vacant fixed hawker pitches for reallocation and issue new licences, so that persons who are interested in joining the hawking trade and meet the eligibility criteria may apply."

The pitches, located in Eastern District (4 pitches), Central and Western District (7 pitches), Wan Chai District (26 pitches), Yau Tsim District (110 pitches), Mong Kok District (101 pitches), Sham Shui Po District (28 pitches), Kowloon City District (5 pitches) and Tsuen Wan District (40 pitches), will be allocated equally among four categories of applicants, namely holders of the Fixed-Pitch (Newspaper) Hawker Licence, holders of the Itinerant Hawker Licence (Other Classes/Newspaper), eligible registered assistants meeting the application requirements, and members of the public satisfying certain basic criteria.

Applicants may complete and submit their applications via the FEHD website (www.fehd.gov.hk) during the application period from 9am on October 6 to 5pm on October 26. To facilitate the application process for the public, the FEHD has produced a demonstration video detailing the application procedures. Support centres will also be set up in various districts to provide on-site assistance to applicants in need.

The spokesman said, "Each applicant is allowed to submit one application only, and an application number will be given to individual applicants in each category. The pitch selection priority order of eligible applicants will be generated in a fair and impartial manner by way of open computer random sequencing and manual ballot."

Upon completion of the ballot, eligible applicants will receive written notification of their pitch selection priority numbers, or they can check the results on the FEHD website the following day. The FEHD will then issue letters in batches according to the pitch selection priority numbers to invite successful applicants for pitch selection and completion of the formalities for the issuance of a new licence.

The spokesman added, "Except for applicants under the categories of licensed fixed-pitch newspaper hawkers or licensed itinerant hawkers, the hawker licence operation period of a newly issued hawker licence is seven years and the licence will not be renewed upon expiry. Applicants shall also design and construct the stall at their own expense in accordance with the specifications previously approved by the FEHD, and may commence business only after the stall is confirmed to be in compliance with the specifications."

Lai King Correctional Institution Celebrates Young Inmates' Educational Achievements with Certificate Ceremony

Young persons in custody at Lai King Correctional Institution attain good examination results

Young persons in custody (PICs) at Lai King Correctional Institution (LKCI) of the Correctional Services Department (CSD) were presented with certificates at a ceremony today (September 23) in recognition of their efforts and accomplishments in studies and vocational examinations.

Over the past year, a total of 43 PICs at LKCI enrolled in distance learning courses offered by the Hong Kong Metropolitan University or sat for various academic and vocational examinations, including the Hong Kong Diploma of Secondary Education Examination, the British Council Cambridge English Examinations, Caritas Institute of Community Education examinations, the General Aptitude Putonghua Shuiping Kaoshi, and examinations organised by the Vocational Training Council, the School of Professional and Continuing Education of the University of Hong Kong, the Hong Kong Management Association and Christian Action. The subjects covered basic Western snacks and dessert making, elementary Cantonese cooking and kitchen operations, basic café beverage making, café operation and customer service, a course for hygiene managers and food hygiene, beauty care and logistics management. During the year, the PICs attained 38 merits out of 106 certificates. In the ceremony today, 12 PICs were presented with 34 certificates, of which 10 were marked with merits.

Officiating at the ceremony, the Chairman of Fung Ying Seen Koon (FYSK), Mr Leung Tak-wah, said that FYSK is fully supportive of the rehabilitation work of the CSD, and set up the Fung Ying Seen Koon Education Fund in 2025 with the aim of providing financial assistance to PICs in need to pursue education and vocational training. He encouraged PICs to devote efforts to academic pursuits and equip themselves to embrace future challenges and opportunities upon their reintegration into society.

During the ceremony, in addition to a music performance staged by a marching band composed of young PICs, young PICs also specially delivered Chinese instrumental and dance performances to celebrate the upcoming Mid-Autumn Festival. These performances not only demonstrated their learning outcomes over the past year, but also conveyed their gratitude to their family members and correctional officers.

In a sharing session, a young PIC expressed remorse for her past immaturity and violation of the law, while conveying gratitude for the encouragement and support from her family members and correctional officers, which kept her from giving up on herself and enabled her to make good use of her time to strive for continuous learning, with a view to getting prepared for starting anew. Attending the ceremony, her father also shared the joy of witnessing the positive changes in her daughter while undergoing training and working hard on her studies at LKCI.

LKCI accommodates young female PICs aged from 14 to under 21. The Department provides half-day education programmes and half-day vocational training for PICs to help them rehabilitate and prepare for their reintegration into society.
