Government posts land resumption and acquisition notices for development of San Tin Technopole
The Lands Department (LandsD) today (September 24) posted resumption notices in accordance with section 4 of the Lands Resumption Ordinance (Chapter 124) for the third batch of land under the phase 1 development of the San Tin Technopole (STT) and the first batch of land under the phase 2 development, as well as acquisition notices in accordance with section 4 of the Land Acquisition (Possessory Title) Ordinance (Chapter 130) for the phase 2 development, in accordance with relevant ordinances.
The third batch of land under the phase 1 development involves eight private lots of about 0.3 hectares. The first batch of land under the phase 2 development involves 1043 private lots of about 44.2 hectares. Government land within the entire phase 2 development occupied by 67 graves and 148 urns of about 1985 square metres, as well as that covered by two fishponds of about 325 sq m, will also be acquired. The relevant land will revert to and vest in the Government upon the expiry of a period of three months from the date of affixing the notices (i.e. December 25, 2026).
The abovementioned land reversion date and land vesting date are not the departure deadlines for the affected households and business undertakings. The LandsD will post notices in relevant areas about three months before the departure deadlines for the affected parties. According to the project programmes, the affected parties are required to depart in batches. It is estimated that the affected households and business undertakings for both the third batch of land under the phase 1 development and the first batch of land under the phase 2 development will have to move out in batches starting from the first quarter of 2027. The LandsD and its appointed Community Liaison Service Team will continue to closely liaise with the affected parties to handle the compensation and rehousing matters.
The STT, with an area of about 540 hectares, will be developed in two phases. The works are subdivided into stages, with the stage 1 works of the phase 1 development commenced in end 2024. The land resumption notices for the first batch of land under the phase 1 development of the STT were posted on July 10, 2025, involving about 62 hectares of land. The said land reverted to the Government on October 11, 2025, and is gradually being handed over to the Civil Engineering and Development Department for site formation and engineering infrastructure works. The land resumption notices for the second batch of land under the phase 1 development were posted on June 25, 2026, comprising about 117 hectares of land, and such land will revert to the Government on September 26, 2026.
Located at the heart of the Northern Metropolis, the STT is strategically positioned to be a hub for clustered innovation and technology development, with the land near the future Northern Link's San Tin Station forming part of the San Tin University Town campus area. According to the estimates in the Conceptual Outline of the Development Plan for the Innovation and Technology Industry in the San Tin Technopole published by the Innovation, Technology and Industry Bureau in November 2025, the STT, upon its full operation, is expected to provide over 300000 relevant full-time jobs (including direct, indirect and induced employment) for the Hong Kong economy as a whole. The first batch of population intake under the phase 1 development will commence progressively from 2031 onwards.

InvestHK hosts InnoTech Forum 2026 to showcase Hong Kong as strategic gateway for AI innovation
Invest Hong Kong (InvestHK) today (September 24) hosted InnoTech Forum 2026, bringing together over 200 senior business executives, technology innovators, investors and academics to explore Hong Kong's comprehensive AI ecosystem and its role in supporting AI companies to develop, commercialise and expand globally.
The First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030) sets out the blueprint for the city's development as an international innovation and technology (I&T) centre, with the Chief Executive's 2026 Policy Address taking that direction forward through this year's priorities, among them AI ecosystem development, research commercialisaion and development of the Northern Metropolis. InvestHK hosted the Forum to advance this agenda and attract enterprises in these strategic sectors to develop in and expand through Hong Kong.
The Under Secretary for Innovation, Technology and Industry, Ms Lillian Cheong, delivered welcome remarks and said, "AI is no longer an emerging trend of Hong Kong, but an engine of our next era of growth. The Hong Kong Special Administrative Region Government has adopted a dual approach focusing on development and governance, alongside strengthening industry-institution collaboration in AI. We have introduced multiple measures to create favourable conditions for AI development, which include enhancing the city's computing capacity, reinforcing the funding continuum from seed-stage research to global expansion, as well as promoting the broad adoption of AI across the workforce and society. By integrating AI into finance, healthcare, transport, creative industries and sustainable development, Hong Kong's traditional strengths can be transformed into new productivity and growth."
In his opening remarks and keynote presentation, the Acting Director-General of Investment Promotion, Mr Arnold Lau, said, "InnoTech Forum 2026 demonstrates the breadth and depth of Hong Kong's full-stack AI ecosystem, highlighting how global investors and innovators can leverage our strong research base, capital access, robust IP protection, and international connectivity - alongside the exciting prospects of the Northern Metropolis - to shape the next frontier of AI. InvestHK is committed to attracting meaningful AI businesses, investments, and technologies to Hong Kong, while strengthening the city's position as a primary launchpad for Chinese Mainland AI companies with international ambitions."
The Forum featured four dedicated panel sessions highlighting Hong Kong's end-to-end AI capabilities, ranging from chip research and development and advanced, low-latency data centre infrastructure to talent cultivation and the commercialisation of real-world AI applications. Speakers came from various organisations with diverse backgrounds, including AWS Hong Kong, Gobi Partners, the Hong Kong Microelectronics Research and Development Institute, the Hong Kong University of Science and Technology, the InnoHK AI Chip Center for Emerging Smart Systems, MiniMax, Phancy Group, INCE Capital, Range Technology and Westwell. During the panel session, representatives from Range Technology and Westwell shared that they are actively leveraging Hong Kong as their base for global expansion to manage and scale their international businesses.
During the Forum, People's Daily Online launched "Smart China in Action", its flagship 2026 short-film series. Told from an international perspective, the series highlights China's AI applications across healthcare, education, smart manufacturing, culture, tourism and the arts. Hong Kong is the first stop of the global screening tour. As an international innovation and technology hub where Chinese and world cultures converge, Hong Kong presents Chinese innovation to the world in a distinctly human way.
The event concluded with closing remarks from the Head of Innovation and Technology and Life and Health Sciences of InvestHK, Mr Andy Wong, and an executive networking luncheon.
