Sinclair brings more than two decades of experience in public affairs to Empower as it scales commercial production of American-made lithium carbonate to strengthen national defense and energy to power a wide variety of industries and manufacturers – all part of the Great American industrial comeback.

Sinclair will oversee government relations, media and communications for Empower as the company aligns with the U.S. strategic interest in critical minerals. The United States controls only 1% of the global lithium processing capacity. Empower was strategically assembled to help secure the American lithium supply chain by managing the full lithium value chain end-to-end, from the wellhead to the customer.

“I’ve known Andrew for many years and have had the good fortune to work with this strong leader before. I’m proud that he is joining Empower at this critical juncture, as we plan to launch our first commercial sales in 2027,” said Patrick Dowling, CEO of Empower. “We have an exceptional leadership team with worldwide expertise spanning resource development, operations, technology, engineering, safety and sustainability. With Andrew’s extensive experience in government affairs and policy, he is the cornerstone of a team strategically assembled to be a leader in American lithium production.”

Prior to joining Empower, Sinclair spent nine years at ExxonMobil overseeing state government relations in the Northeast, as well as helping to build the public and government affairs team in Guyana, one of the largest active energy developments in the world. During his time at ExxonMobil, Sinclair was recognized with a global innovation award for developing an integrated advocacy campaign that changed New Jersey’s corporate law. Sinclair’s public affairs expertise spans energy, infrastructure and manufacturing.

“I’m honored to join this amazing team and help drive American lithium production – key to the Great American industrial comeback,” Sinclair said. “I’ve spent my career building strategic advocacy campaigns combining media, communications and government affairs, and I’m excited to bring these capabilities to Empower.”

Empower’s proprietary direct lithium extraction and conversion technology has been validated on more than 40 brine resources globally and in the field with energy majors. Through independent third-party testing, Empower consistently produces battery-grade lithium carbonate purity levels between 99.68% and 99.91%. Empower is scaling rapidly with multiple mineral asset positions throughout the Americas currently under internal resource validation at the company’s Operations and Innovation Center in Dallas, Texas. The company’s commercialization roadmap is set, and first commercial sales will follow in 2027.
