Public rental housing residents imprisoned for falsely declaring no property ownership
A spokesman for the Housing Department (HD) said today (October 6) that two public rental housing (PRH) residents in two cases were convicted and sentenced to imprisonment for contravening the Housing Ordinance by falsely declaring in a statement that they did not own any property.

The PRH residents involved, living in Choi Hung Estate and Kwong Tin Estate respectively, declared in the 2025 Income and Assets Declaration Forms that they did not own any domestic property in Hong Kong. Upon thorough investigations by the HD, it was revealed that the two PRH tenants, in Case 1, each owned residential properties in Sai Kung, with one holding two properties and the other holding one, while one PRH resident in Case 2 owned a domestic property in Tseung Kwan O.

The Kwun Tong Magistrates Courts yesterday (October 5) sentenced the PRH resident holding two properties in Case 1 to an immediate two-week imprisonment, while the hearing for the other PRH resident in the same case was adjourned to November 30. The HD will also proceed to recover the subject PRH flat. For Case 2, the PRH resident was sentenced to a four-week imprisonment and granted bail pending appeal.
The HD reminded that, PRH residents and subsidised housing applicants must honestly declare their income, assets, and properties, and accurately complete their Income and Assets Declaration Forms. PRH residents must also read the content and completion guidelines of the Declaration Forms carefully and compute their income and assets in accordance with the methods specified for accurately providing the relevant information.
The HD will continue its dedicated efforts to adopt a multipronged approach to combat the abuse of PRH in a comprehensive manner.

Immigration Department to introduce enrolment service for "collaborative inspection" automated channel
The 2026 Policy Address announced that the redeveloped Huanggang Port is expected to be commissioned in the fourth quarter of this year. To further enhance passenger experience and clearance efficiency, the Huanggang Port will, based on the co-location arrangement, implement the novel "collaborative inspection and joint clearance" mode. The Immigration Department (ImmD) announced today (October 6) that with immediate effect, eligible Hong Kong residents can enrol for the "collaborative inspection" automated channel service via the ImmD's "HK e-Channel" (formerly "Contactless e-Channel") mobile application.
The redeveloped Huanggang Port is installed with 134 "collaborative inspection" automated channels and 68 traditional manual counters. Enrolled passengers using the "collaborative inspection" automated channels will only need to queue up and present their identity documents once to complete the immigration clearance procedures of both Hong Kong and Shenzhen.
Hong Kong residents aged seven or above who fulfil the following criteria can enrol for the "collaborative inspection" automated channel service starting from today:
- holding a Hong Kong permanent identity card and a Mainland Travel Permit for Hong Kong and Macao Residents (Home Visit Permit), and who haveregistered for the Mainland's e-Channel;
- holding a Hong Kong Permanent identity card and a Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Citizens), and who haveregistered for the Mainland's e-Channel;
- holding a Hong Kong identity card and a Home Visit Permit, and who haveregistered for the Mainland's e-Channel; or
- holding a Hong Kong identity card and an Exit-Entry Permit for Travelling to and from Hong Kong and Macao with a valid endorsement for travelling to Hong Kong.
Eligible Hong Kong residents aged 18 or above can use a smartphone with biometric authentication technology to download the ImmD's "HK e-Channel" mobile application, select "Collaborative Inspection", authenticate their identity via "iAM Smart", and follow the instructions to complete the enrolment for the "collaborative inspection" automated channel service; whereas for eligible Hong Kong residents aged seven to 17, their father, mother or legal guardian must complete the enrolment procedures on their behalf using the father's, mother's or legal guardian's "HK e-Channel" mobile application.
In addition, all eligible Hong Kong residents can also proceed to the e-Channel enrolment offices or self-service kiosks at the Huanggang Port for on-site enrolment; while eligible Hong Kong residents aged 18 or above can also enrol and complete the immigration clearance procedures of both regions simultaneously at the "collaborative inspection" automated channels.
Mainland visitors holding an Exit-Entry Permit for Travelling to and from Hong Kong and Macao with a valid endorsement for travelling to Hong Kong can also proceed to the e-Channel enrolment offices at the Huanggang Port for on-site enrolment; while eligible Mainland visitors aged 18 or above can also enrol and complete the immigration clearance procedures of both regions simultaneously at the "collaborative inspection" automated channels.
When enrolling for the "collaborative inspection" automated channel service, eligible Hong Kong residents and Mainland visitors aged 14 or above can also enrol for the "Face Scan" clearance service, a clearance mode without presenting identity documents.

The ImmD reminds that passengers are still required to carry their valid travel documents conforming to the immigration requirements of both regions when using the "collaborative inspection" automated channels to travel between Hong Kong and the Mainland. Furthermore, passengers can also choose to use the traditional manual counters for immigration clearance.
