Company responsible officer fined $51,000 for contravening Employment Ordinance

The responsible officer of Hong Kong Blockchain Development Company Limited was prosecuted by the Labour Department (LD) for violating the requirements under the Employment Ordinance (EO). The responsible officer pleaded guilty at the Eastern Magistrates' Courts today (October 9) and was fined $51,000. The responsible officer was also ordered to pay an outstanding sum of about $2,147,000 to the employees concerned.

The company wilfully and without reasonable excuse contravened the requirements of the EO, failing to pay three employees' wages and payment in lieu of notice within seven days after the expiry of the wage periods and termination of employment contracts, totalling about $1,927,000. The company also failed to pay the awarded sum of about $2,147,000 to the three employees within 14 days after the date set by the Labour Tribunal (LT). The responsible officer was prosecuted and convicted for his consent, connivance or neglect in the above offences.

"The ruling will disseminate a strong message to all employers, directors and responsible officers of companies that they have to pay wages, termination payments and sums awarded by the LT or the Minor Employment Claims Adjudication Board to employees within the statutory time limit stipulated in the EO," a spokesman for the LD said.

"The LD will not tolerate these offences and will spare no effort in enforcing the law and safeguarding employees' statutory rights," the spokesman added.

HKFA's "Close Encounters with Master Filmmakers: Movie Talks" explores humanistic cinematic works of director Jacob Cheung

The Hong Kong Film Archive (HKFA) will present the third edition of the programme series "Close Encounters with Master Filmmakers: Movie Talks" in November, screening six of Jacob Cheung's classic films selected by the director himself. Cheung will attend post-screening talks to share his creative journey alongside film critic Thomas Shin, cinematographer Wong Ping-hung, and screenwriter Polly Yeung. The screening programme is part of the celebration of the 25th anniversary of the HKFA.

In the 1980s, Cheung made a strong directorial debut with "Lai Shi, China's Last Eunuch" (1988), a critical and commercial success, before following it up with "Beyond the Sunset" (1989), which won the Hong Kong Film Awards for Best Film and Best Screenplay. The selected films vary in subject matter and technique, but are all filled with Cheung's sense of humanistic care. Two of them illustrate how individuals caught in hardship navigate their circumstances, including "Lai Shi, China's Last Eunuch", where the protagonist is evicted from the imperial palace shortly after his castration following the fall of the dynasty, and "Always on My Mind" (1993), an absurdist comedy about a news anchor with terminal cancer who colludes with television executives to sensationalise his illness in order to secure his family's financial future.

A number of the selected works display Cheung's interest in the female perspective. "Beyond the Sunset" explores the generational divide stemming from mindset and cultural differences through the rift between the protagonist and her daughter, who has been living abroad for many years. "Intimates" (1997) contrasts the life journeys of two generations of women - one who is still nursing a broken heart, and the past of her father's nanny. In one of Anita Mui's iconic cinematic performances "Midnight Fly" (2001), she starred as a woman in conflict yet marked by a strange mutual understanding with her husband's mistress.

Adapted from an online novel, "Rest on Your Shoulder" (2011) tells the story of a woman who transforms into a butterfly and finds the cure for a pandemic in the insect world, with a fresh spin added to humanism by infusing it with fantasy.
