Speech by PSCST at opening ceremony of Hong Kong Performing Arts Expo 2026

Following is the speech by the Permanent Secretary for Culture, Sports and Tourism, Ms Vivian Sum, at the opening ceremony of the Hong Kong Performing Arts Expo 2026 today (October 9):

Good evening. On behalf of the Hong Kong Special Administrative Region Government, I am pleased to welcome you all to the opening ceremony of the Hong Kong Performing Arts Expo (HKPAX) 2026.

Two years ago, we launched the inaugural HKPAX with a clear vision to establish Hong Kong as a premier hub for performing arts exchanges and collaboration. Today, I am truly delighted to see that vision taking root and bearing fruit. The inaugural HKPAX not only successfully built a global platform for deepening international cultural exchanges and co-operation, it also effectively facilitated numerous touring agreements and collaborative projects between local and international organisations.

This year, HKPAX returns with renewed momentum under the theme "Passion in Motion". In alignment with the National 15th Five-Year Plan Outline and Hong Kong's First Five-Year Plan, this edition empowers Hong Kong to harness its distinctive role as a "super connector" and expedites Hong Kong's development into an East-meets-West centre for international cultural exchanges. By hosting HKPAX, not only are we expanding the global reach of our mega arts and cultural events; we are also contributing to fortifying our nation's status as a cultural powerhouse.

A highlight of this year's edition is the Hong Kong Chapter, which is a dedicated platform for local artists and art groups to showcase their artistic visions and latest creations. Another highlight is one of this year's main venues, the East Kowloon Cultural Centre. Commissioned last year, this new venue specialises in performances that integrate arts and technology, reflecting our strategic focus on "Arts Tech".

HKPAX even extends beyond the theatre doors and spreads into the community. Just before the kick-off this evening, we have already rolled out an exciting four-day programme featuring free public performances at the iconic Hong Kong Cultural Centre Piazza, attracting locals and tourists alike.

The Government remains steadfast in strengthening our cultural ecosystem, nurturing creative talent, fostering artistic innovation and boosting international engagement. Backed by the unmatched advantage of "one country, two systems", we will continue to leverage our extensive international connections to enhance our cultural soft power and tell the good stories of China and Hong Kong.

As we look among ourselves on this occasion, we see so many distinguished artists, representatives of arts organisations, presenters and industry leaders from every corner of the world. Your presence affirms the growing stature of HKPAX as a vital nexus for exchanges, dialogue and partnership within the international performing arts community. As you immerse yourselves in our rich line-up of programmes, I suggest you also take the opportunity to join the Greater Bay Area Performing Arts Tour to explore new horizons for touring and collaboration while experiencing the dynamic cultural landscape of Macao and Zhuhai.

In closing, I sincerely thank the Hong Kong Arts Development Council, all participating artists and arts groups, sponsors and partner organisations, and every individual involved for their dedication and hard work that have made this second edition of the Expo possible.

Interdepartmental vegetation fire and mountain rescue exercise 2026 held

An interdepartmental vegetation fire and mountain rescue exercise was held today (October 9). Participating departments and organisations comprised the Fire Services Department (FSD); the Hong Kong Police Force; the Government Flying Service; the Agriculture, Fisheries and Conservation Department; the Auxiliary Medical Service; the Civil Aid Service; the Home Affairs Department; the Social Welfare Department; and the Hospital Authority, mobilising a total of about 150 personnel.

The exercise was conducted in the area around Lion Rock Country Park, simulating a scenario where 25 hikers encountered a vegetation fire. The FSD deployed about 90 fire and ambulance personnel in total, as well as a large drone to drop water bombs for the first time to prepare for operational deployments during the Chung Yeung Festival. The FSD also applied various innovative technologies including the Patient Tagging System for Multiple Casualties Incidents, the Mountain Rescue Mobile App, viewshed analysis, the Mobile Phone Locator, along with AI to analyse fire conditions, locate persons awaiting rescue, and enhance search and rescue efficiency.

The exercise aimed to enhance the co-ordination, communication, command and control, and logistical support capabilities among different departments and organisations during large-scale hill fire and mountain rescue operations. It also helped test the effectiveness and co-operation of different emergency formations during firefighting and rescue operations, as well as the application of innovative technology and AI. Members of the Wong Tai Sin District Council and the Wong Tai Sin District Fire Safety Committee also attended the exercise as observers to assist in promoting hill fire prevention and safety awareness in mountaineering in the community.

The FSD reminded the public that given the recent dry weather, should a vegetation fire occur, it could become fierce with the wind and spread rapidly. Therefore, members of the public are urged not to leave any ignition sources behind during grave sweeping or hiking activities and must evacuate to a safe place in the event of a fire.
