The Tobacco and Alcohol Control Office (TACO) of the DH was notified by Hong Kong Customs yesterday (October 22) that 25 600 alternative smoking products had been intercepted in the luggage of the aforesaid man arriving from Japan. TACO immediately arrested and prosecuted the individual.

Since the amendments to theTobacco Control Legislation (Amendment) Ordinance 2025, which conferred arrest powers on TACO inspectors, took effect on September 19, 2025, TACO has prosecuted 33 cases involving the importation of large quantities of alternative smoking products. Thirty-six persons have been convicted and sentenced to prison terms ranging from four weeks to eight months.

According to the Import and Export Ordinance (Cap. 60), a person who imports alternative smoking products, including electronic smoking products, heated tobacco products and herbal cigarettes, commits an offence and isliable on summary conviction to a fine of $500,000 and imprisonment for two years; or liable on conviction on indictment to a fine of $2 million and imprisonment for seven years.

Under the Smoking (Public Health) Ordinance (Cap. 371), no person may promote, manufacture, sell, or possess for commercial purposes alternative smoking products. An offender is liable to a fine of $50,000 and imprisonment for six months.

TACO will continue to closely monitor and enforce the law to combat related offences.

In addition, the DH also cautions the public that alternative smoking products are addictive and are not effective smoking cessation or harm reduction tools. E-cigarettes may increase the risk of cancer, respiratory diseases, and cardiovascular diseases. Smokers are urged to quit smoking as early as possible for their own health and that of others. For assistance, please call the DH's Integrated Smoking Cessation Hotline on 1833 183, or visit www.livetobaccofree.hk for information on quitting.

RTHK signs Memorandum of Understanding with Chengdu Radio and Television

The Director of Broadcasting, Ms Angelina Kwan, led a delegation from Radio Television Hong Kong (RTHK) to visit Chengdu from October 21 to 23. During the visit, RTHK signed a Memorandum of Understanding (MOU) with Chengdu Radio and Television to prepare to jointly organise the "RTHK Vinyl Pop Up" and other events in Chengdu next year. The collaboration aims to strengthen people-to-people bonds and cultural connections between the two cities, jointly amplify their communication influence, and showcase the cultural soft power of Hong Kong and Chengdu to audiences around the world.

Ms Kwan and the President of Chengdu Radio and Television and Chairman of Chengdu Broadcasting (Group) Corporation, Mr Yang Xiaoyang, signed the MOU yesterday (October 22). The two broadcasters will expand co-operation across a range of areas, including programme content exchanges, talent development and related exchanges, collaboration on new media platforms and the organisation of events. A key initiative will be the introduction of RTHK's acclaimed signature project, the "RTHK Vinyl Pop Up", to Chengdu in the second quarter of next year. The event has previously been staged in Hong Kong, Qianhai in Shenzhen, and Shanghai. During the visit, the RTHK delegation also met with senior management of the Chengdu Media Group to exchange views and explore further opportunities for collaboration.

Ms Kwan said that RTHK has long been committed to strengthening ties with media organisations across the Chinese Mainland through broadcasting and cultural exchanges, thereby fostering people-to-people bonds between Hong Kong and the Chinese Mainland. RTHK expressed hopes that bringing the "RTHK Vinyl Pop Up" to Chengdu would allow music to serve as a bridge for introducing Hong Kong's pop culture to a wider Mainland audience, while helping to share the stories of both Hong Kong and Chengdu with the world.
