香港外國記者會 (FCC) 副主席、英國《金融時報》亞洲新聞編輯馬凱 (Victor Mallet)，被特區政府拒絕工作簽證續期申請，引起爭議。英國駐港總領事館在其facebook再次發文批評有關做法。英國駐港澳總領事賀恩德 (Andrew Richard Heyn) 更「不點名」批評，近日有人把港府的做法和英國拒絕入境或拒批簽證的做法相比較，是「錯誤的比較」。

賀恩德在文中指，有人試圖把港府拒絕馬凱工作簽證續期申請的手法，和英國拒絕入境或拒批簽證的做法作出比較，直指是「錯誤的比較」。因為英國政府若不批准某人進入英國或其簽證申請，都會給出理由，以讓對方可就有關理由作出上訴。
特首林鄭月娥早前在電台節目中，被致電的市民疑問為何不公開拒絕馬凱工作簽證續期申請的理由，林鄭回應指，入境處長作出決定後不會公開原因，否則會影響政策一致性。

In recent days attempts have been made to draw comparisons between the decision not to give any reason for the refusal of the work visa of FT journalist, Victor Mallet, and the UK Government s decisions to refuse named individuals entry to the UK. Such comparisons are wrong. If an individual is denied entry to the UK or a visa application is refused, the individual is notified of the reasons behind the decision so they can consider whether they have grounds for appeal.
