China will remain committed to openness and inclusiveness, and welcomes talents from all over the world, Chinese Premier Li Qiang said in Beijing on Sunday.

Li made the remarks at a symposium with the 2024 Chinese Government Friendship Award winners and the representatives of foreign experts who have worked in China before the upcoming Chinese New Year.

Li extended Spring Festival wishes and sincere greetings to the foreign experts, and thanked them for their long-term care and support for China's development.

He also listened carefully to the experts' opinions and suggestions on China's reform, development and government work.

Experts from the United Kingdom, Poland, Mali, Romania, Germany, Pakistan and other countries delivered speeches on scientific and technological innovation, economic and trade cooperation, people-to-people exchanges, international communication, and talent training.

Over the past year, China has made new achievements in its development, to which foreign experts have made positive contributions, Li said, adding that the experts' life and work experience in China is also a vivid epitome of China's positive interaction and deep integration with the rest of the world. There are many important lessons to be drawn from such interactions, with two of them standing out, Li said.

First, the world needs communication. The more complex the international environment becomes, the more important it is for all countries to be open to communication and dialog. China will continue to uphold openness and inclusiveness, actively promote international exchanges in various fields, encourage all parties to resolve differences through dialog and consultation, and jointly promote peaceful development, the premier said.

Second, innovation requires cooperation. With the deepening of the new round of scientific and technological revolution and industrial transformation, the complexity and systematicness of scientific research have increased significantly, with openness and cooperation being the general trend and inevitable choice, Li said, stressing that China will continue to expand scientific and technological openness, expand and deepen joint scientific research, work with other countries to solve practical problems and jointly address global challenges.

Stressing that China will always open up to talents from all over the world, Li said the Chinese government will further optimize relevant policies, improve service capacity, build more platforms for international exchanges and cooperation, and create favorable conditions for foreign talents to work in China and develop their talents.

Chinese Premier Li Qiang on Friday presided over a State Council executive meeting which studied further arrangements on energy conservation and carbon reduction, and heard a report on a special campaign on business-related administrative law enforcement.

The meeting also reviewed and approved a draft regulation on administrative law enforcement oversight, discussed a draft law on firefighters, and arranged work for a crackdown on tobacco-related illegal activities.

The meeting emphasized the need to ensure higher-standard and better-quality work in the fields of energy conservation and carbon reduction -- work which must be advanced with greater overall planning efforts and in light of local conditions.

To that end, the meeting called for efforts to maximize the impact of policies, continuously improve market mechanisms, and accelerate the transition to green production and green lifestyles.

A special campaign on regulating business-related administrative law enforcement this year has achieved positive results, the meeting noted, underlining further efforts to enhance the standardization of administrative law enforcement.

By drafting and implementing the regulation on administrative law enforcement oversight, the boundaries and responsibilities of law enforcement authorities will be clarified further, and administrative power will be upheld consistently within a legal framework, it said.

It discussed and approved in principle a draft law on firefighters, which will be submitted to the Standing Committee of the National People's Congress for deliberation.

It is imperative that the institutional arrangements for the country's firefighting force are improved, making it more standardized and professional, the meeting said, stressing the need to consolidate fire safety management, and to resolutely prevent and curb serious or major fire accidents.

Work will also be done to crack down strictly on tobacco-related illegal activities, strengthen supervision and law enforcement across all links, and improve the tobacco market environment, according to the meeting.
