China's implementation of a comprehensive set of policies aimed at boosting the development of agriculture will effectively promote the all-round revitalization of rural areas, experts said.

China will take concrete measures to consolidate and expand its achievements made in reducing poverty, according to a government work report delivered by Chinese Premier Li Qiang on Wednesday.

Premier Li delivered the report on behalf of the State Council at the opening meeting of the third session of the 14th National People's Congress (NPC) at the Great Hall of the People in Beijing on Wednesday morning.

As to other work related to agriculture, rural affairs, and rural residents, Premier Li said the country will take solid steps to advance all-around rural revitalization.

The premier said the country will continue to improve its capacity for ensuring stable production and supply of grains and other major agricultural products. Grain acreage will be kept stable, and more efforts will be put into improving per unit crop yield and the quality of grains.

This year's government work report showed that all decisions and arrangements made by the central government concerning agriculture, rural development, and farmers' welfare have been fully implemented, said Hu Xiangdong, director general of the Institute of Agricultural Economics and Development under the Chinese Academy of Agricultural Sciences.

"The key lies in robust implementation while ensuring practicality and feasibility. One part of the work is to ensure food security, and another is to prevent the relapse into large-scale poverty. Rural reforms also need to be steadily advanced. All these should be coordinated in our work," Hu stated.

Li Guoxiang, researcher of the Rural Development Institute of the Chinese Academy of Social Sciences, also noted that this year's government work report places particular emphasis on further deepening reform comprehensively.

In work related to agriculture, rural areas and farmers, efforts are prioritized toward promoting integrated urban-rural development and eliminating barriers to the two-way flow of key production factors. Specific arrangements have been made for three critical elements, namely, talents, land, and capital.

"Cities should further provide more favorable conditions for farmers who wish to relocate to urban areas. The government work report has outlined specific measures on retaining talent for rural development. Regarding the land policy, arrangements have been made to ensure a smooth extension of contracts after the second round of land contract expires. In terms of funding, we can see that the report has arranged to innovate the investment mechanism for rural revitalization, with a focus on increasing fiscal support and expanding financial services," Li explained.

A spokesperson for the International Maritime Organization (IMO) said on Monday that the situation in waters near the Strait of Hormuz remains volatile, urging vessels in the area to take maximum caution.

"The situation continues to be volatile. Ships should take maximum caution and not take risks without security guarantees," the spokesperson said in a statement.

According to the information released on the IMO website, as of April 19, a total of 24 attacks on ships in the affected waters had been confirmed, resulting in the deaths of 10 seafarers.

The IMO, the United Nations specialized agency responsible for maritime safety and security, as well as the prevention of marine and atmospheric pollution by ships, has called for de-escalation, dialogue, and multilateral cooperation regarding the situation in the Strait of Hormuz.

Meanwhile, Iranian Foreign Ministry spokesperson Esmail Baghaei said on Monday that with the U.S. repeatedly violating ceasefire deals and posing threats to Iran’s ports and vessels, a unilateral return to normal shipping remains out of reach.

Also on Monday, the U.S. Central Command claimed in a social media post that the U.S. forces have directed 27 vessels to turn around or return to Iranian ports since its blockade on navigation through the Strait starting April 13.

However, according to a report released from Lloyd's List on Monday, at least 26 vessels involved in Iranian shipping had managed to break through the U.S. blockade.
