Hong Kong Immigration Department wins 2025 Skytrax Award for Best Airport Immigration Service

The Hong Kong Immigration Department (ImmD) has been voted the winner of the 2025 Skytrax Award for Best Airport Immigration Service in the World Passenger Survey commissioned by Skytrax, an international specialist research agent of the air transport industry.This is the fifth time for the ImmD to receive the award after winning itin 2015, 2016, 2019 and 2020.

On April 9 (Madrid time), the Director of Immigration, Mr Benson Kwok, attended the prize presentation ceremony held in Madrid, Spain. Mr Kwok stated that the department was honoured to receive the prestigiousSkytrax Award for Best Airport Immigration Servicefor the fifth time, which affirms the ImmD's commitment to delivering the highest quality of immigration clearance services. The ImmD expressed gratitude to Skytrax and international travellers for their recognition, as well as to its frontline staff for their professionalism and dedication. The ImmD will continue striving for excellence by leveraging innovative technologies to introduce more facilitation measures and deliver the best immigration services to passengers, with a view to reinforce Hong Kong's status as an international aviation hub while actively supporting the city's overall development.

Skytrax, a world-renowned specialist research agent and advisor of the air transport industry, mainly undertakes qualitative audits and research studies for airports and airlines services across the globe.The survey was conducted between August 2024 and February 2025, covering over 600 airports worldwide, and the survey questionnaires were collected from over 13 million air passengers of more than 100 nationalities on their ratings of airport service.

During his visit to Spain, Mr Kwok paid a courtesy call to the Embassy of the People's Republic of China in the Kingdom of Spain. He met with Chargé d'Affaires ad interim and Minister of the Embassy, Mr Qu Xun, to strengthen bilateral ties and enhance co-operation. Mr Kwok also expressed his sincere gratitude to the Embassy for its strong support in assisting Hong Kong residents in distress in Spain. Mr Kwok also visited the Spanish Ministry of the Interior, where he held discussions with the Director-General of International Relations, Ms Elena Garzón Otamendi, on a number of topics including immigration control. Both sides exchanged insights and experiences on combating illegal immigration and leveraging innovative technologies to enhance immigration services. During his trip, Mr Kwok also met with several local media outlets to introduce Hong Kong's latest developments, talent admission schemes, visa services, and immigration facilitation measures.

Notice on appointments to advisory and statutory bodies

A Government spokesman said today (January 12) that Mr Chan Kin-por recently sought approval from the Chief Executive to suspend his three public positions as appointed by the Chief Executive, until the completion of the work of the Independent Committee in relation to the fire at Wang Fuk Court in Tai Po (Independent Committee). Mr Chan made this request to allow himself more time to dedicate to the work of the Independent Committee. After due consideration, the Chief Executive has agreed to and approved this request. The three public positions are: (1) Chairman of Independent Commission Against Corruption Advisory Committee on Corruption; (2) Non-executive Director of Urban Renewal Authority Board; and (3) Member of Honours and Non-official Justices of the Peace Selection Committee.

On December 12, 2025, the Government established the Independent Committee to examine the causes of the incident and related issues, ascertain the facts, and make recommendations on preventing similar tragedies and on improvement measures. The Independent Committee is chaired by Mr Justice David Lok, with Mr Chan Kin-por and Dr Rex Auyeung Pak-kuen serving as members. The Independent Committee held its first meeting on December 19 last year and aims to complete its work within nine months of commencing operations.

Mr Chan Kin-por wrote earlier to the Chief Executive, expressing his wish to suspend the aforementioned three public positions until the Independent Committee completes its work, in order to dedicate more time and focus to the Independent Committee's tasks. The Chief Executive has agreed to and approved the request.

A Government spokesperson said that since the fire at Wang Fuk Court in Tai Po, both the Government and the wider community have been highly concerned about the causes of the incident and the follow-up work. The scope of the Independent Committee's work is extensive, particularly concerning systemic issues related to bid-rigging and connected interests. Given the numerous issues involved and their complex nature, the Government will fully co-operate with the Independent Committee to ensure that it can complete its work and compile its report within nine months. The Government extends its gratitude to Mr Chan for accepting the appointment as a member of the Independent Committee and for his professional and conscientious approach to the Committee's work. When the Independent Committee's work is completed, the Government looks forward to Mr Chan's continuous contribution through his aforementioned public positions.
