China, Russia promoting "positive change" to Western-dominated global order: expert

Countries like China and Russia are working to bring more equality and stability amid an ever-changing global order in which Western countries have long enjoyed a privileged position, according to a Russian researcher and international relations expert.

Timofei Bordachev, program director of the Valdai Discussion Club, a Moscow-based think tank, give his assessment on the currently evolving international situation in an interview with the China Global Television Network (CGTN) in Moscow, as the city gears up to host celebrations marking the 80th anniversary of the victory in the Soviet Union's Great Patriotic War (1941-1945) on Friday.

Chinese President Xi Jinping arrived in the Russian capital on Wednesday to begin a four-day state visit and to attend the Victory Day celebrations at the invitation of Russian President Vladimir Putin.

Commenting on Xi's visit and giving his thoughts on the post-war global order since the end of World War II, Bordachev said there is an ongoing shift in recent times, as countries like China and Russia are exploring ways to make positive changes to the Western-dominated world.

"The main problem of today's international order is that there is a group of states which for more than 500 years enjoyed a very privileged position. This group of states -- [which now includes] the United States and the Europeans -- they have seen any sort of the international order, international settlement or international institutions as the way to preserve or to strengthen their dominant power," Bordachev said.

"There are powers like China and Russia who promote the positive change in the international order. I do not think that the global order is collapsing. I think it is changing. It cannot collapse because, thanks to the military circumstances, we cannot have, and we will not have another global war like the one which had happened 80 years ago. So the business of the nations -- and the business of China and Russia, first of all -- is to help the international community avoid their casual risks, which emerge from everyday diplomatic conversation between us and the West, and develop approaches to the reformation of this order, to the reformation of international institutions," he said.

Upon his arrival in Moscow, President Xi delivered a written statement in which he said the independent, mature and resilient bilateral relationship between China and Russia not only brings great benefits to the two peoples, but also makes important contributions to maintaining global strategic stability and promoting an equal and orderly multipolar world.

He added that the two countries will join hands to safeguard the victorious outcome of World War II, firmly safeguard the UN-centered international system and the international order underpinned by international law, resolutely oppose hegemonism and power politics, practice true multilateralism, and promote the building of a more just and equitable global governance system.

Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on Monday called for advancing full and rigorous Party self-governance with higher standards and more concrete measures.

Xi, also Chinese president and chairman of the Central Military Commission, made the remarks while addressing the fifth plenary session of the 20th CPC Central Commission for Discipline Inspection (CCDI) in Beijing.

Xi urged efforts to confine power to an institutional cage in a more well-conceived and effective manner, and press ahead with the anti-corruption fight with a clearer understanding and stronger resolve, thus providing a strong guarantee for achieving the goals and tasks of the 15th Five-Year Plan period (2026-2030).

Xi pointed out that in 2025, the CPC Central Committee had intensified efforts to improve Party conduct, uphold integrity and combat corruption, achieving notable results. Xi said efforts were made to maintain a tough stance against corruption and eradicate the breeding grounds and conditions for corruption.

Xi emphasized that implementing the major decisions and plans of the CPC Central Committee is a fundamental requirement for upholding its authority and its centralized, unified leadership.

Party organizations at all levels and Party members and officials should implement the decisions and plans of the Fourth Plenary Session of the 20th CPC Central Committee with concrete actions, he said.

Xi noted that confining power to an institutional cage is an important task in exercising full and rigorous Party self-governance.

He stressed that all are equal before the law and regulations, that compliance with them admits no privilege, and that enforcement of the law and regulations allows no exception.

Xi underscored that the fight against corruption is a major struggle that the Party cannot afford to lose, and must never lose.

He said that the current anti-corruption situation remains grave and complex, and that the task of eliminating the soil and conditions breeding corruption remains arduous. Xi added that it is essential to maintain a firm stance to leave corrupt officials with no place to hide.

Stressing the need to stay attuned to new trends and features of corruption, Xi urged efforts to innovate methods and approaches, promptly detect and accurately identify corrupt practices, and effectively address all forms of corruption, so as to continuously enhance the penetrating power of anti-corruption efforts.

He also urged strengthening coordination among all forms of oversight to advance integrated governance through whole-process collaboration, and called for sustained efforts to forge a loyal, upright and responsible disciplinary inspection and supervision force that dares to and is good at fighting against corruption.

Members of the Standing Committee of the Political Bureau of the CPC Central Committee Li Qiang, Zhao Leji, Wang Huning, Cai Qi and Ding Xuexiang attended the meeting.
