China's top legislator Zhao Leji stressed adherence to the overall leadership of the Communist Party of China (CPC) and whole-process people's democracy in legislation during a research tour of Beijing on Sunday.

Zhao, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the National People's Congress (NPC) Standing Committee, visited a legislator liaison office in Beijing's Nanmofang Township and a humanoid robot innovation center.

He also visited the office of the Standing Committee of Beijing Municipal People's Congress to learn about local efforts in legislation, and attended a seminar.

Zhao emphasized the need to uphold the unity between leadership by the Party, the running of the country by the people, and law-based governance in the work of people's congresses, and ensure the full implementation of the Party Central Committee's decisions and arrangements.

He called for efforts to make laws in a well-conceived and democratic way and in accordance with the law, and improve the quality of legislation efforts, adding that local legislation should highlight local features.

He highlighted a good use of the right to oversight granted to people's congresses by the Constitution and relevant laws, so as to exercise oversight in an appropriate, effective, and law-based manner.

Zhao said it is imperative to implement whole-process people's democracy to ensure that the people enjoy their rights to information, participation, expression and scrutiny throughout the work of people's congresses.

He urged efforts to solicit suggestions from the people, calling on deputies to people's congresses to serve as a bridge for the Party and the government to interact with the people.
