China will roll out a new policy package to further boost consumption and expand domestic market this year -- the first year of the country's 15th Five-Year Plan period (2026-2030) for national socioeconomic development, according to a two-day national commerce work conference that ended in Beijing on Sunday.

With boosting consumption and building a strong domestic market as key approaches, the policy package unveiled by the national commerce work conference spells out measures to expand opening up, promote trade innovation and development, and broaden room for two-way investment and cooperation.

Through sound implementation of promotional measures, the policy package aims to coordinate the domestic and international markets and lay a solid foundation for domestic economic development.

The policy package gives priority to a special campaign to boost consumption so as to develop a "Shopping in China" brand.

China will accelerate the cultivation of new growth drivers in service consumption to further unleash its potential. Policies supporting trade-in programs for consumer goods will be optimized to expand and upgrade commodity consumption. Efforts will also be made to create a more internationalized consumption environment, according to the policy package.

In addition, the country will promote digital, green, and health-related consumption, while stimulating demand in lower-tier and rural markets. By improving infrastructure and commercial facilities, authorities plan to push forward innovation in the retail sector, improve modern market and circulation systems, and advance the development of a unified national market, the policy package provides.

"We are also actively implementing the relevant promotional policies issued by the Ministry of Commerce and other central government departments on fostering new business formats, new models, and new consumption scenarios. In particular, during the upcoming Spring Festival, we will introduce a series of promotional measures and a number of themed touring routes for visitors. We welcome consumers from both the rest of China and abroad to come to Shanghai and enjoy these experiences," said Liu Min, deputy director of Shanghai Municipal Commission of Commerce.

While strengthening efforts to powerfully develop the domestic market, China is also stepping up efforts to expand high-level opening-up.

In 2026, the commerce system will work to promote innovative trade development by making the "Export China" brand better known, upgrading goods trade, and vigorously developing trade in services, while advancing integrated trade and investment.

Authorities will also seek to create new advantages in attracting foreign investment by enhancing the "Invest in China" brand, steadily expanding opening-up in the service sector, improving investment promotion, and strengthening service guarantee systems for foreign investment.

Further measures include aligning with high-standard international economic and trade rules, accelerating the development of opening-up hubs, effectively implementing outbound investment management to guide orderly layout of the cross-border industrial and supply chain, and deepening multilateral and bilateral economic and trade cooperation to promote mutually beneficial outcomes across multiple fields.

Airstrikes and explosions continued on Sunday, the 23rd day of the U.S.-Israel-Iran conflict, as Iran has warned of broader retaliation if U.S. targets its power facilities.

Explosions were heard in eastern and western Tehran on Sunday night, according to a China Media Group reporter. Footage from the reporter showed that Tehran's air defense system was continuously activating to intercept incoming projectiles.

The reporter also said that the sound of the air defense system in operation was heard in northeastern Tehran on Sunday afternoon.

On Sunday, Iran's primary military command, Khatam al-Anbiya Central Headquarters, issued a statement warning that power plants in countries hosting U.S. bases would be considered legitimate targets if the United States attacks Iran's power facilities.

The statement came in response to remarks by U.S. President Donald Trump threatening to target Iran's power infrastructure, according to Iranian state media Islamic Republic of Iran Broadcasting.

Trump threatened on Saturday to "hit and obliterate" Iranian power plants if the country fails to fully open the Strait of Hormuz within 48 hours.

The Strait of Hormuz has not been fully closed and remains under Iran's "smart control," with non-harmful transit continuing under specific regulations to ensure national security and interests, the statement from Khatam al-Anbiya Central Headquarters said.

If U.S. threats are carried out, Iran would immediately adopt several punitive measures, including the full closure of the Strait of Hormuz until damaged Iranian facilities are rebuilt, it said.

Other measures would include large-scale strikes on Israel's power, energy and communications infrastructure, attacks on regional companies with U.S. capital ties, and targeting power facilities in countries hosting U.S. military bases, the statement said, adding that Iran would take "all necessary measures" to defend its national interests.

On Sunday, Iran's President Masoud Pezeshkian said the Strait of Hormuz is open to all "except those who violate Iran's territory."

The Israel Defense Forces (IDF) said on Sunday that the Israeli military struck Iranian weapons production and storage facilities.
