China plans to expand market access in key service sectors, refine policy support and improve investor services in 2026, as part of efforts to better attract and utilize foreign investment, a commerce ministry official said at a press briefing in Beijing on Monday.

Wang Ya, deputy head of the Ministry of Commerce's foreign investment department, briefed the media on the measures the ministry will take throughout 2026.

"We will further open up market access, expand opening-up, with a focus on the services sector. We will steadily advance independent opening-up in areas such as telecommunications, healthcare, and education, and push for the early implementation of pilot projects. In sectors that are already open, we will ensure that foreign investment is not only allowed to enter the market but also to do their business," Wang said.

"We will optimize policies supporting foreign investment. This will include implementing measures such as tax credits for overseas investors who reinvest profits earned in China, as well as policies related to the encouraged categories of foreign investment industries. We will support foreign-funded enterprises on an equal footing in boosting consumption, participating in government procurement, bidding and tendering, so as to help them pursue long-term development in China," he said.

"We will improve the service and safeguard system for foreign investment. We will fully implement national treatment for foreign-funded enterprises, focus on their concerns, and continue enhancing our services. We will organize round-table meetings with foreign-funded enterprises and maintain the 'service and safeguard outreach to foreign enterprises' initiative, turning companies' 'lists of needs' into our 'lists of services' to help them address difficulties and challenges," the official said.

The 22nd China International Cartoon and Animation Festival opened in Hangzhou City, east China's Zhejiang Province, on Wednesday.

The five-day event aims to provide enthusiasts and insiders with a cultural feast highlighting the industry's development, digital and intelligent innovation, integration between culture and tourism, and enjoyability for all ages.

With a focus on integrating cartoon and animation with science and technology, tourism, and people's livelihood, the festival has drawn exhibitors and competitors from 31 countries and regions.

Among all participants at the event are 280 cartoon game-related enterprises and institutions from home and abroad, including CCTV Animation Group.

The event also features a dedicated area to promote China's "new cultural trio," namely online literature, online games, and online TV dramas and films, to overseas markets.

The festival is co-hosted by the National Radio and Television Administration, China Media Group and the People's Government of Zhejiang Province, with Baima Lake International Convention and Exhibition Center as the main venue.
