China has kept consolidating and expanding the achievements in poverty alleviation, firmly securing the baseline to prevent any large-scale return to poverty, said Liu Jieyi, spokesman for the fourth annual session of the 14th Chinese People's Political Consultative Conference (CPPCC) National Committee, on Tuesday.
Speaking at the press briefing in Beijing one day ahead of the opening of the fourth annual session of the 14th CPPCC, Liu said China achieved its ambitious goal of eliminating extreme poverty in 2020, winning international recognition.
"Over the past five years, all counties in China's former poverty-stricken areas have gained access to expressways, all villages have been connected by paved roads, and network signals now cover every corner. With tremendous changes of all places, and with fundamental improvement of the people's lives, China has firmly maintained its bottom line of guarding against any large-scale lapse or relapse into poverty, and significant progress has been made in the comprehensive revitalization of rural areas. China's poverty alleviation outcomes have stood the test of practice and history, demonstrating to the rest of the world that poverty is not insurmountable," the spokesman said.
In addition to resolving its own poverty issues, China has also made significant contributions to global poverty reduction, including the setup of Luban Workshop, a Chinese vocational workshop program training human resources overseas, and the promotion of Juncao technology, a Chinese innovation increasingly used for mushroom production and livestock raising, according to Liu.
"China is a staunch advocate and promoter of and contributor to global poverty reduction. It participates in international poverty reduction cooperation and fulfills its international poverty reduction responsibilities, and provides assistance to other developing countries to the best of its ability. For example, it has signed cooperation documents on jointly building the Belt and Road Initiative with more than 150 other countries and dozens of international organizations, and a large number of landmark projects have taken root, not only promoting local economic development but also creating massive jobs. It has established more than 30 Luban Workshops in other countries across Asia, Africa and Europe, training technical and skilled personnel needed for local economic and social development. It has promoted Juncao technology in more than 100 other countries, helping impoverished people escape poverty and achieve prosperity," he said.
He added that China has invited relevant personnel from some other developing countries to see the construction of rural areas, and exchange successful experience in rural governance and industrial development, to help them explore poverty reduction paths that suit their national conditions.
Liu also elaborated on CPPCC's efforts to consolidate and expand the country's achievements in poverty alleviation.
"The CPPCC National Committee has followed the Communist Party of China (CPC) Central Committee's decision to keep consolidating poverty alleviation achievements. It has carried out research on establishing a regular mechanism to prevent people from falling back into poverty, promoting employment and income growth for those lifted out of poverty, and improving the long-term mechanism for sustainable rural development. It has put forward practical suggestions, including improving dynamic monitoring to prevent people from falling back into poverty, enhancing the effectiveness of industrial and employment assistance, and providing multi-tiered and categorized assistance to underdeveloped areas. These suggestions aim to help stimulate the endogenous driving force for rural revitalization, build a modern rural industrial system, and create harmonious and beautiful villages that are suitable for living and working in," he said.
The spokesman said that China stands ready to work with all other countries to build a community with a shared future for mankind, in efforts to eradicate poverty and achieve common development, and to continue contributing to the global cause of poverty reduction.
