The Standing Committee of the National People's Congress (NPC), China's national legislature, exercised correct, effective and law-based supervision over the past year to facilitate measures including developing new quality productive forces and building a Beautiful China, a senior official said in Beijing on Wednesday.
Lou Qinjian, spokesman for the fourth session of the 14th NPC, made the remarks at a press conference one day before the annual session opens.
"In the past year, the NPC Standing Committee earnestly performed its supervisory function granted by the constitution and laws, always exercising correct, effective and law-based supervision. In terms of supervision contents, we focused on the major decisions and plans of the CPC Central Committee and the concerns and expectations of the people. We exercised a supervision to promote high-quality development, increase people's well-being, and build a Beautiful China. We strengthened oversight of the law enforcement, supervisory and judicial work, enhanced supervision over financial and economic work, and stepped up efforts to enforce the constitution and oversee compliance with it," Lou said.
In terms of supervision methods, the committee adopted a holistic approach to a range of supervisory means, including listening to and examining reports, inspecting the enforcement of laws, conducting special questioning and special surveys, and putting on record and reviewing regulatory documents. These efforts have formed synergy and made the supervisory work more targeted and effective, said the spokesman.
In the past year, the committee listened to and examined 22 reports on supervisory work, conducted five law enforcement inspections, two special questionings, and 11 special surveys and made one decision, he noted.
"In terms of supervision results, the focus is on the oversight of law-based performance of duty by the State Council, the National Commission of Supervision, the Supreme People's Court, and the Supreme People's Procuratorate. For example, the committee listened to and examined reports on the development of new quality productive forces to ensure delivery of the relevant facilitation measures. It strengthened continuous oversight of the management of state-owned assets and established and improved mechanisms of conduct improvement and accountability," Lou said.
According to the spokesman, the committee also listened to and examined reports on addressing climate change and realizing carbon peaking and carbon neutrality, and inspected implementation of the forest law to help build a Beautiful China.
"As we exercise supervision, we have stayed committed to ensuring whole-process people's democracy and given full play to the role of deputies. For instance, to address some important issues concerning the formulation of the outline of the 15th Five-Year Plan, we organized special surveys on 67 subjects involving over 1,000 attendances by deputies," Lou said.
