Chinese President Xi Jinping on Thursday urged major provincial economies to redouble efforts to gain experience in analyzing new situations and solving new problems.
Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, took part in a deliberation with his fellow deputies from the delegation of Jiangsu Province, an economic powerhouse in east China, at the fourth session of the 14th National People's Congress (NPC), China's national legislature.
To fulfill the development goals of the 15th Five-Year Plan period (2026-2030), China must navigate a more complex environment and resolve more deep-seated contradictions, Xi said, adding that Jiangsu and other major economic provinces, which are at the forefront of reform and opening up, should take the lead in studying new situations and solving new problems.
At the deliberation session, six deputies spoke separately on various topics such as advancing new industrialization, integrating technological and industrial innovation, stepping up efforts to secure breakthroughs in core technologies in key fields, building a beautiful and harmonious countryside, solving challenges in the seed industry, and promoting the spirit of sportsmanship. After listening to presentations from the deputies, Xi laid out the requirements for Jiangsu to advance economic and social development over the next five years.
Xi pointed out that developing new quality productive forces is crucial for promoting high-quality development and enhancing economic competitiveness. Given Jiangsu's strong foundation in this area, he urged the province to strive to be a front-runner.
Xi called for integrated development of education, science, technology, and talent to achieve new breakthroughs in original innovation and key core technologies. He also encouraged exploring new pathways for the deep integration of innovation, industry, capital, and talent chains to facilitate the efficient commercialization of scientific and technological achievements.
He urged Jiangsu to open new prospects in upgrading traditional industries, fostering emerging industries, and proactively planning for future industries, while making new progress in deepening reforms to remove institutional barriers hindering the development of new quality productive forces.
Jiangsu must continue exerting efforts to enhance economic resilience, Xi emphasized. This involves fully integrating into the unified national market, and facilitating smooth domestic economic flows. Simultaneously, the province must expand high-level opening up, extensively explore global markets, and better connect with international economic flows, Xi said. He also highlighted the necessity of maintaining a bottom-line thinking to guard against various risks. Addressing social goals, Xi said the province must actively address key issues such as how to achieve high-quality and full employment, how to increase incomes for urban and rural residents, and how to further improve basic public services and social security levels, thereby exploring effective pathways to advance common prosperity for all. Xi underscored that effective Party governance is a powerful guarantee for economic and social development. He called for an educational campaign to establish and practice a correct understanding of what it means to perform well, guiding CPC members, especially officials, to create achievements that can stand the test of practice, the people, and history.
