Seventy-six persons in custody (PICs) at Lo Wu Correctional Institution (LWCI) of the Correctional Services Department (CSD) were presented with certificates at a ceremony today (March 18) in recognition of their efforts in pursuing studies.

In 2025, a total of 124 PICs at LWCI passed 249 papers with 102 distinctions and credits in various distance learning courses and public examinations, covering different subjects including language and literature, English language, business finance, economics, marketing and psychology, organised by the Hong Kong Metropolitan University (HKMU), the Hong Kong Examinations and Assessment Authority and Caritas Institute of Community Education. The 76 PICs who received certificates today passed 153 papers with 58 distinctions and credits. Among them, two PICs were awarded Bachelor's Degrees in General Studies, and one was awarded an Associate Degree in General Studies by the HKMU.

Officiating at the ceremony, the Chairman of the Board of Directors of the Tung Wah Group of Hospitals (TWGHs), Mr Orlando Ho, said that the CSD has been implementing various appropriate rehabilitation programmes, including the provision of education opportunities for PICs, with a view to assisting them to turn over a new leaf and find their goals in life. The TWGHs set up the TWGHs Positive Life Education Fund in 2019 to provide financial assistance to PICs for education, vocational training, and more, encouraging them to strive for self-improvement. Mr Ho added that the TWGHs will continue to collaborate with the CSD and community sectors to support various rehabilitation activities, thereby helping PICs rehabilitate.

During the ceremony, a rope-skipping performance and an original drama were staged by PICs. The protagonist of the drama felt regretful and lost after being sentenced to imprisonment for drug trafficking. With the support and assistance from correctional officers and her family, she acquired knowledge and developed good character, turning over a new leaf eventually. The positive energy of the protagonist also inspired a PIC around her, helping the PIC get back on the right track. The drama made its stage debut in the "Creation and Rehabilitation" drama and music performance by PICs under the Correctional Services Pioneer Project at LWCI on March 4. Over 150 secondary school teachers and students were invited to enjoy the drama. The CSD hopesthat this drama will help students understand the harmful effects caused by drug abuse and the heavy price of drug trafficking, reminding them to become law-abiding and drug-free citizens.

In a sharing session, a PIC shared herrehabilitation experience and the heavy price she is paying for her crime. She was determined to rehabilitate and resumed her studies during imprisonment in preparation for reintegration into society. Her family members, together with the PIC's young daughter, were present to give support and shared the joy of witnessing the positive changes in the PIC.

LWCI is a medium security institution for female adult convicted PICs, female adult remand PICs and female adult drug addicts undergoing treatment programmes under the Drug Addiction Treatment Centres Ordinance.
