The "Publishing 3.0+" Project (the “Project”) which is sponsored by the Cultural and Creative Industries Development Agency (CCIDA) held an achievement-sharing event on 25 April, 2026, bringing together representatives from the publishing, technology, academic, and cultural sectors to mark a significant milestone for the Project’s successful integration of artificial intelligence into Hong Kong's publishing. Since its inception, the Project has engaged over 100 publishers and organisations, including Chinese Mainland and Hong Kong publishers to complete the digital conversion into 10,000 e-books and audiobooks. The team has also participated in up to 100 business-matching meetings, both locally and internationally, thereby strengthening the foundation for the Project to facilitate the trade to conduct cross-border copyright trading.

In his speech delivered on the same occasion, Hon Kenneth FOK emphasised that the ''Publishing 3.0+'' Project supports the publishing industry in addressing the challenges of digital transformation while reinforcing Hong Kong's position as a regional intellectual property trading hub. The initiative is designed to align with the National 15th Five-Year Plan, integrate with the Guangdong-Hong Kong-Macao Greater Bay Area's cultural development, and capitalise on Hong Kong's advantages in both internal connectivity and external openness. Through digital content and multilingual translation, the Project aims to share the stories of the country and Hong Kong, promote Chinese culture, and present original works from Hong Kong to an international audience. FOK called on all sectors to collaborate '' with culture as the soul and technology as the tool, propelling Hong Kong's cultural sector to new heights and contributing Hong Kong's strength to the national strategy of building a cultural powerhouse''.

In his speech, Hon Duncan CHIU noted that the "Publishing 3.0+" Project, through its efficient and cost-effective digitisation services, enables high-quality content to reach a wider audience locally and internationally. He emphasised that "technology does not replace publishing, but amplifies its value". The Project is expected to support Hong Kong's innovation, technology, and cultural development policies by leveraging an artificial intelligence e-book platform to showcase the city’s cultural soft power and promote cultural development in both Hong Kong and the nation.
The event included a panel discussion featuring Dr Hon Elvin LEE Ka-kui, BBS, JP, Legislative Council member (Election Committee) and Chairman of the Hong Kong Publishing Federation; Hon Nick CHAN Hiu-fung, BBS, MH, JP, Legislative Council member (Legal); Mr Lewis FUNG, Managing Director of SenseTime Hong Kong and Macau; and Principal CHU Ka-tim, Chairman of the Hong Kong Association for Computer Education. The panel addressed the theme "AI's impact on publishing, advancements in e reading, and copyright export", with a focus on the transformation path of Hong Kong's publishing industry in the digital wave and on reshaping the e-reading experience and learning models.

Dr Sharon WONG addressed the digital transformation of the publishing industry, observing that most stakeholders remain optimistic about the future of e-books and audiobooks. She identified digital content as the primary driver of industry growth. She also noted the industry’s recognition of Hong Kong's international market environment and robust copyright protection as key advantages for digital publishing. These strengths are also essential to the "Publishing 3.0+" initiative, which helps publishers in the Chinese Mainland and Hong Kong expand globally and enhance collaboration.
Mr Edward WONG, Assistant General Manager at Sino United Electronic Publishing Limited; Mr Felix CHEUNG, Digital Publishing and Rights Manager at Hong Kong University Press; and Mr MA Sing Yuen, Founder of Century Culture Limited, shared their experiences of participating in the "Publishing 3.0+" Project. They noted that the Project has lowered the barriers for publishers in digital transformation, reduced their production costs for e-books and audiobooks, and enabled the release of more high-quality works in multiple formats.They also highlighted the Project 's one-stop service, which streamlines digitisation and copyright trading via the "HK Smart e-Book Hub", which connects domestic publishers with overseas buyers. This service has increased the efficiency for Hong Kong content to go global, thereby supporting the industry's high-quality development.

Launched in July 2022 with funding from CCIDA, the "Publishing 3.0” Project leveraged artificial intelligence to address challenges in the digital transformation of traditional publishing. It has developed a digital conversion platform that offers participating publishers, writers, and related organisations free, one-stop services. The platform not only converted printed books into e-books, but also provided two-way translation between Chinese and English, and produced audiobooks in Cantonese, Putonghua, and English. Developed from the “Publishing 3.0”, the more advanced “Publishing 3.0+” Project achieved a higher level of AI translation technology with an accuracy rate of 90% currently.
