China is accelerating the preparatory work for the establishment of a World Artificial Intelligence Cooperation Organization, according to an announcement at a press conference held by the State Council Information Office on Wednesday.

Confronted with a host of new frontiers and emerging challenges, the world must keep pace with the times and pioneer new governance mechanisms, Chinese Foreign Minister Wang Yi said at the press conference.

"We should strive to fill the gaps and remedy the deficits in the governance system. Faced with numerous new frontiers and emerging challenges, we must keep pace with the times, innovate our governance mechanisms, and fill the gaps in rules and regulations. We need to improve the governance frameworks for outer space, polar regions, and cyberspace, so as to establish broadly accepted governance architectures. China is accelerating the preparatory work for the establishment of a World Artificial Intelligence Cooperation Organization, and we welcome all parties to join us in jointly promoting AI for good," Wang said.

China is deepening international AI cooperation through multilateral platforms and will host the 2026 World AI Conference this July, said Zhou Haibing, vice chairman of China's National Development and Reform Commission.

"In terms of international cooperation, China has leveraged multilateral platforms such as the Shanghai Cooperation Organization and the BRICS cooperation mechanism to deepen pragmatic AI cooperation. We are vigorously developing an open-source, open ecosystem, promoting the global sharing of technological achievements and application experience. We firmly reject development models characterized by exclusivity, isolation, and technological monopolization, and are committed to fostering an international cooperation landscape that is open, inclusive, and mutually beneficial," Zhou said.

"China has hosted the World AI Conference for eight consecutive years and has proposed the establishment of a World Artificial Intelligence Cooperation Organization. This July, China will host the 2026 World AI Conference and the High-Level Meeting on Global AI Governance in Shanghai. We look forward to using this conference as an opportunity to further strengthen international AI cooperation with all parties," he said.

China expresses grave concern over recurring malicious incidents that threaten the security of Chinese embassy and consulates in Japan, Chinese foreign ministry spokesman Lin Jian said at a regular press briefing on Wednesday.

Lin pointed out that Kodai Murata, a second lieutenant of Japan's Ground Self-Defense Force, illegally broke into the Chinese Embassy in Japan armed with a knife. Nearly three months have passed, yet Japan's investigation and handling of the case are still proceeding slowly, he added. "The incident again reveals multiple deep-seated issues in Japan: the worsening right-wing impact and the suppression of objective and rational voices, the toxicity of the Japanese government's erroneous policies on vital issues concerning China-Japan relations such as history and Taiwan, the serious lack of education on true history, the pervasive erroneous historical views, the ongoing push for a more offensive and expansionist defense policy and failure in supervising the SDF and maintaining discipline inside the forces," the spokesman said. "We notice that, for some time, many people with insight in Japan have asked the Japanese government to make an apology to China. Some have urged the government to reflect on itself and take corrective actions concerning the supervision of SDF, the education on history, and Japan's policy towards China so as to fundamentally address the issue and remove its breeding ground in the Japanese society. We once again urge the Japanese side to do serious soul-searching, correct its wrongdoings, conduct a thorough probe and take full responsibility for the incident," Lin said.
