A Chinese envoy on Monday called for advancing an inclusive political transition in Syria, firmly combating terrorism, and ramping up humanitarian and development aid. Fu Cong, China's permanent representative to the United Nations, made the statement at a UN Security Council open meeting on the Syrian issue at the UN headquarters in New York City.

In his remarks, Fu put forward a three-point proposal regarding the current situation. First, ensuring inclusiveness is the fundamental principle of political transition. Second, safeguarding security is an important prerequisite for national reconstruction. Third, improving people's livelihoods must be an urgent priority.

Fu pointed out that the current security situation in Syria remains fragile, with terrorist forces continuing to carry out attacks. The Chinese envoy also stressed that the Syrian transitional government should take more resolute and effective measures to relentlessly combat all Security Council-listed terrorist organizations, including the Eastern Turkistan Islamic Movement. All parties must proactively reject double standards in counter-terrorism and avoid selective counter-terrorism.

Meanwhile, Syria has endured years of war and turmoil, and faces daunting challenges in food security, refugee resettlement, and economic development. Recent floods in Syrian provinces of Raqqa and Deir al-Zour have severely impacted people's livelihoods, said Fu.

He emphasized that China calls on the international community to increase humanitarian and development assistance to Syria. "The Golan Heights are internationally recognized as occupied Syrian territory. Israel's military operations in the separation zone have no basis in international law. Israel should immediately end all military operations inside Syrian territory and withdraw from the occupied Syrian territory as soon as possible," he said.

Heavy rainfall is continuing to batter China, triggering flooding and emergency responses across multiple provinces in east, central and southwest China.

On Monday, torrential downpours — some reaching extreme levels — drenched parts of Guizhou, Hunan, Jiangxi, Anhui, Jiangsu, Zhejiang provinces and Shanghai. Southern Guizhou was hit especially hard, with record-breaking rainfall in some areas.

The flood peak of the Liujiang River hit Liuzhou City, south China's Guangxi Zhuang Autonomous Region, on Monday, with water levels 3.14 meters above the alert mark, flooding many roads and prompting emergency responses from many local departments.

By Tuesday morning, the water had receded to the warning level of 82.5 meters and is still falling.

Heavy rain has also caused significant flooding in Guangxi's Laibin City.

The flow at the Wuxuan hydrological station in Laibin reached 25,000 cubic meters per second at 17:30 on Monday, making it the first flood this year in the Xijiang River.
