China's UN envoy on Tuesday urged a full, faithful, timely and non-selective implementation of Security Council resolutions and called for an end to unilateral military actions and sanctions that bypass the United Nations.
Fu Cong, China's Permanent Representative to the UN, laid out a four-point proposal on implementing Security Council resolutions during an informal "Arria-formula" meeting co-hosted by China and Pakistan.
The meeting, titled "Bridging the Implementation Gap: Security Council Resolutions and the Maintenance of International Peace and Security", examined the implications of non-implementation, or delayed and selective implementation of resolutions and identified institutional, legal, and political factors impeding the implementation of resolutions. Fu said the first priority is to firmly maintain the legal authority of Council resolutions, emphasizing that they are obligations that member states must fulfill, not choices to be observed selectively.
He said that no country should apply double standards or selective implementation based on its own interests or preferences.
Fu also called for efforts to resolve the implementation deficit.
He said the Council must focus on both new crises and unresolved historical issues, adding that periodic reviews and adjustments should be made to long-neglected resolutions, and that the UN Secretariat and relevant agencies should promptly report on implementation progress and risks.
Fu urged the Council to improve the enforceability of its resolutions by ensuring resolutions are drafted through full consultation.
He said leading drafting nations must actively communicate with member states and countries involved to ensure proposals are objective and impartial, while avoiding pushing controversial drafts that lack broad support. Permanent members must also take the lead in building consensus to reduce confrontation.
The Chinese envoy also expressed opposition to unilateral actions taken without Security Council authorization. He said that the Council is the sole international body authorized to mandate coercive actions.
Any unilateral military actions that bypass the authorization of the Security Council are unacceptable, and unilateral sanctions exceeding the scope of Council resolutions lack legitimacy, said Fu.
Fu said that as a permanent Council member, China will work to maintain international peace and security.
"As a permanent member of the UN Security Council, China will continue to push for the full, faithful, and timely implementation of Security Council resolutions, uphold the role and authority of the United Nations and the Security Council, and make unremitting efforts to safeguard international peace and security, under the guidance of the Global Governance Initiative," said Fu.
The Arria-formula meeting is an informal consultation mechanism allowing Security Council members to communicate flexibly with member states and relevant parties on issues of common concern. Unlike formal sessions, participants are permitted to display video and photographic materials.
