Launching of TV series "NS-files: Decoded" by Security Bureau to mark the 6th Anniversary of HKNSL

The Security Bureau held a launch ceremony today (June 29) for the new TV series featuring "The 6th Anniversary of the Hong Kong National Security Law (HKNSL) Security Bureau presents 'NS-files: Decoded'". The premiere of the television series is scheduled for tomorrow (June 30) to mark the 6th Anniversary of the promulgation and implementation of the HKNSL. The five-episode series will present the details of the key national security cases to viewers. It will also provide an in-depth analysis of the relevant national security laws and key points of court judgments, with a view to heightening public awareness in safeguarding national security. It also aims to strengthen in the community a sense to know, understand, observe and uphold the law.

The Secretary for Security, Mr Tang Ping-keung, said that the idea of the series is to - through presenting various key national security cases in recent years - reveal the investigation and evidence-gathering processes and analyse the court's verdicts. Also presented in the form of a documentary, the series showcases how anti-China and destabilising offenders were finally brought to justice by the law enforcement agencies to uphold the rule of law and justice with the use of national security laws. He said that the series is expected to serve as a reminder to the public that national security risks still exist, and that safeguarding national security is a continuous endeavour with no end points. Everyone must stay vigilant at all times.

Also attending the launch ceremony was programme host Ken Chan, along with a number of other guests including guest host, the Chief Superintendent of Police of the National Security Department of the Hong Kong Police Force, Mr Li Kwai-wah; Professor of Law, Professor Grenville Cross, SC; and Superintendent of the Correctional Services Department, Mr Lam Che-leung. They agreed that the filming of the series would demonstrate to the public the importance of safeguarding national security. Although the investigation and prosecution of the cases were not without challenges, they found it greatly encouraging to see the offenders brought to justice after fair trials in court, and being sentenced to the punishment they deserved, thereby preventing them from further endangering national security, and bringing Hong Kong's development back on track. They were also gratified that many convicted persons have joined the rehabilitation programmes in prison, deeply reflecting on how they had been incited and instigated by people with ulterior motives and committed offences endangering national security that seriously disrupted social order and peace. They have now repented and have decided to turn over a new leaf. In addition, former Legislative Council (LegCo) Member Mr Martin Liao shared via video how the national security laws and the improved electoral system had helped the LegCo establish a rational environment conducive for constructive policy debates, thereby enabling Hong Kong to pursue development in a more secure environment.

The five-episode series "NS-files: Decoded" reviews the cases of Tong Ying-kit, picture books of "Sheep Village" series, Tam Tak-chi, the "Returning Valiant", and "subversion under 'Project 35+'". The Police and leading experts from different fields were brought together to explain and delve into every detail, and reveal the truth behind the cases to unveil to viewers the nature of the criminal acts endangering national security, and to remind members of the general public the importance of safeguarding national security. Starting from tomorrow, the series will be aired on HOY 78 at 8.15pm every Tuesday. Details of the series will also be uploaded to the website of the Security Bureau (www.sb.gov.hk/eng/nsSeries/nsFileDecoded.html).

Other officiating guests at the launch ceremony included the Permanent Secretary for Security, Mrs Apollonia Liu; the Commissioner of Police, Mr Chow Yat-ming; and the Commissioner of Correctional Services, Mr Wong Kwok-hing.

Committee on AI+ and Industry Development Strategy holds first meeting

The Committee on AI+ and Industry Development Strategy (the Committee), chaired by the Financial Secretary, Mr Paul Chan, held its first meeting today (June 29).

At the meeting today, members discussed the development of artificial intelligence and its deep integration with industries to empower various sectors to upgrade, transform, and achieve sustainable development. Members also exchanged views on a series of relevant issues, including research and innovation, data flow and security, computing infrastructure, application scenarios, talent cultivation, capital investment, and governance policies.

Mr Chan said, "Currently, a new round of technological revolution and industrial transformation is accelerating, with AI playing a pivotal and leading role. AI is not only a major industry in its own right, but is also deeply empowering a myriad of industries - particularly in enhancing corporate productivity, pioneering new business models, new tracks, and new application scenarios, as well as promoting more inclusive and accessible products and services. The National 15th Five-Year Plan explicitly proposes to advance the building of 'Digital China' and to deepen and expand the AI+ Initiative. A key focus of the Committee is to explore how to better align with the national development strategy; how to leverage and combine Hong Kong's strengths in research, internationalised application scenarios, capital, talent, and global connectivity to accelerate the development and application of AI; and how to enhance the competitiveness of various sectors and create new opportunities for them, while ensuring that the fruits of this development benefit all segments of society. I would like to express my heartfelt gratitude to all members for their participation and support, and for sharing their profound insights and offering constructive advice."

The Financial Secretary announced the establishment of the Committee on AI+ and Industry Development Strategy in the 2026-27 Budget. The terms of reference of the Committee include formulating priorities and strategies for AI-driven industrial transformation, innovation and development; promoting co-ordination among the Government, industry, academia, research, investment and application sectors to drive the industrial application of AI and facilitate the intelligent development of different industries; and fostering the deep integration of AI with various industries. The membership comprises representatives from the business and professional sectors, as well as relevant policy bureaux and departments. The list is as follows:
