Public urged to continue strengthening anti-mosquito efforts

The Food and Environmental Hygiene Department (FEHD) today (July 8) announced that the monthly gravidtrap index for Aedes albopictus mosquitoes in June dropped to 9.8 per cent, at Level 2, indicating that the distribution of Aedes albopictus mosquitoes in the survey areas was fairly extensive. The FEHD and relevant government departments have stepped up mosquito prevention and control actions.

In June, among the 62 survey areas, the area gravidtrap indexes (AGI) in two areas exceeded 20 per cent. The gravidtraps were mostly located in the vicinity of private residential areas, public housing estates, schools, hospitals/clinics, recreational and sports facilities and public places. The FEHD has collaborated with relevant government departments to take immediate actions to strengthen mosquito prevention and control work in the areas concerned. In June this year, the FEHD conducted over 69 000 inspections, initiated 30 prosecutions following the discovery of mosquito breeding, and issued 135 statutory notices requiring the clearance of stagnant water or stagnant water containers.

Moreover, the monthly density index for Aedes albopictus in June was 1.3, which represented that an average of 1.3 Aedes albopictus adults were found in the Aedes-positive gravidtraps, indicating that the number of adult Aedes albopictus was not abundant in the survey areas. The gravidtrap and density indexes for Aedes albopictus in different survey areas, as well as information on mosquito prevention and control measures, are available on the department website at www.fehd.gov.hk.

A spokesman for the FEHD said, "With reference to the data from the past few years, the gravidtrap indexes start to rise around April every year. The indexes are higher from May to June. The actual timing and extent of the rise are affected by factors like weather conditions and rainfall. As compared with last year, the temperature began to climb earlier this year and the rainfall in June increased substantially, creating favourable conditions for mosquito growth and breeding. Overall, the trend of gravidtrap indexes this year is similar to those of previous years. In response to the rise in gravidtrap indexes, the FEHD, together with relevant departments and stakeholders, has implemented rapid response measures and deployed targeted actions. The FEHD has continued to intensify the mosquito prevention and control work with relevant government departments in areas under their purview, including eliminating mosquito breeding places, applying larvicides, conducting fogging operations to eradicate adult mosquitoes, and placing mosquito trapping devices at suitable locations. The FEHD has also conducted site inspections with relevant departments, and provided them with professional advice and technical support to assist them in formulating and implementing effective anti-mosquito measures swiftly. At the same time, the FEHD has strengthened publicity and education. The FEHD will continue to monitor mosquito infestation in all districts, and will conduct prompt and effective mosquito prevention and control work."

The FEHD continues to conduct a three-phase Anti-mosquito Campaign this year. The third phase of the Anti-mosquito Campaign will run from August 3 to October 23. During the period, the district offices of the FEHD will target residences, schools, construction sites, public housing estates, hospitals, illegal cultivation sites, waterfront public and private cargo working areas, land boundary control points, typhoon shelters and cross-boundary ferry terminals to remove accumulated water and carry out mosquito prevention and control work. To further enhance the effectiveness of mosquito control, the FEHD and relevant government departments have launched phase one and phase two of the All-out Anti-mosquito Operations on March 25 and April 30 respectively. Departments will continue with the work of phase one, including eliminating potential mosquito breeding places and arranging for necessary structural repairs to minimise mosquito breeding places, and will consistently carry out the work of phase two by conducting regular ultra-low volume fogging operations at places with mosquito infestation to control the mosquitoes. The FEHD called on property management entities to continue actively participating in the All-out Anti-mosquito Operations.

The FEHD currently makes regular announcements on gravidtrap indexes for Aedes albopictus on its webpage. To allow more citizens to quickly grasp the mosquito infestation situation, the FEHD has strengthened information dissemination by promptly announcing the latest gravidtrap indexes through press releases and social media.

In addition, to further reduce the risk of transmission of chikungunya fever (CF), the FEHD has extended its intensified mosquito control work, which was originally activated when the AGI reaches 20 per cent, to cover areas with the AGI falling between 10 and 20 per cent. Specifically, the FEHD will conduct detailed risk assessments in the areas concerned to identify locations with higher mosquito infestation risks and, in collaboration with relevant departments and stakeholders, conduct intensive and targeted mosquito control work. The FEHD will also notify nearby housing estates, advising property management agents and residents to stay vigilant and work together to take mosquito prevention and elimination measures.

To reduce the risk of transmission of CF and dengue fever (DF), the FEHD continues to step up mosquito prevention and control measures across all districts and conduct vector investigations and targeted mosquito control operations within a 250-metre radius of the residence of patients and the places that patients had visited during the infectious period. Actions include removing mosquito breeding grounds, applying larvicides to stagnant water that cannot be cleared, and carrying out ultra-low volume fogging operations in adult mosquito habitats such as densely wooded areas, dark and secluded places, and abandoned structures to eliminate adult mosquitoes.

The FEHD appeals to members of the public to continue to stay alert and work together to carry out mosquito prevention and control measures early, including inspecting their homes and surroundings to remove potential breeding grounds, changing water in vases and scrubbing their inner surfaces, removing water in saucers under plant pots at least once a week, and properly disposing of containers such as empty cans and disposable meal boxes. The FEHD also advises members of the public and estate management bodies to keep drains free of blockage and level all defective ground surfaces to prevent the accumulation of water. They should also scrub all drains and surface sewers with an alkaline detergent at least once a week to remove any mosquito eggs.

Aedes albopictus is a kind of mosquito that can transmit DF and CF. DF is commonly found in tropical and subtropical regions of the world, and has become endemic in many countries in Southeast Asia. In 2024, the World Health Organization (WHO) recorded over 14 million DF cases, which was a record number. In 2025, over 5 million cases and over 4 000 DF-related deaths were reported in over 90 countries/territories. Furthermore, according to the WHO, CF cases have been recorded in more than 110 countries/regions. Many countries worldwide experienced CF outbreaks last year, with more than 500 000 cases reported in 41 countries/regions. Cases have been reported in the Americas, Africa, Asia, and Europe. Temperatures in subtropical and some temperate regions remain elevated due to climate change, creating favourable conditions for mosquito breeding. In addition, CF outbreaks continue to occur in many countries worldwide. The risk of imported cases persists. Members of the public should check the situation of their destinations before travelling abroad, especially when travelling to Southeast Asian countries.

LEAP East 2026 officially opened today (July 8) at the Hong Kong Convention and Exhibition Centre. The Financial Secretary, Mr Paul Chan, and the Secretary for Innovation, Technology and Industry, Professor Sun Dong, attended the opening ceremony alongside Minister of Communications and Information Technology of Saudi Arabia, Abdullah Alswaha, to welcome more than 35 000 participants in the conference, including 340 speakers and 450 exhibitors from 30 countries and regions.

In his remarks, Mr Chan welcomed the inaugural LEAP East to Hong Kong, marking the first LEAP conference held outside Saudi Arabia. He said the event underscored the deepening partnership between Hong Kong and Saudi Arabia, and highlighted Hong Kong's role as a unique gateway connecting the Chinese Mainland with the world. He is pleased to note that LEAP East will continue to be held in Hong Kong for the next three years.

Mr Chan outlined Hong Kong's strengths as an ideal base for innovation, including its common law system, strong intellectual property protection, free flow of capital, goods, talent and data, simple and low tax regime, and safe and stable business environment.

He set out three key strategies underpinning Hong Kong's innovation development: leveraging "Finance+" through vibrant capital markets, venture capital and private equity, and government investment support; advancing "AI+" by developing artificial intelligence as a strategic industry and applying it across sectors; and integrating technology, talent, education and industry through the Northern Metropolis and deeper collaboration within the Guangdong-Hong Kong-Macao Greater Bay Area.

Mr Chan also invited Saudi and Gulf enterprises to use Hong Kong as an international fundraising and risk-management platform, and expressed HKSAR's commitment to further strengthening co-operation with Saudi Arabia in innovation, infrastructure, green technology, healthcare, advanced manufacturing and professional services. Mr Chan remarked that he plans to lead a delegation to Saudi Arabia again later this year, bringing leading companies in infrastructure, green tech, healthcare and advanced manufacturing, plus professionals in the finance, investment and professional services sector, to explore concrete projects and further partnership.

The Innovation, Technology and Industry Bureau (ITIB) is the Hong Kong Government Partner of LEAP East 2026. Professor Sun in his speech thanked Saudi Arabia for extending the technology conference to Hong Kong, recalling his 2024 visit to Riyadh that sparked I&T collaboration.

Professor Sun mentioned that Hong Kong is building a comprehensive I&T ecosystem with strategic focuses on life and health technologies, artificial intelligence and robotics, as well as advanced manufacturing and energy. He highlighted the city's strong R&D capabilities, for instance, the flagship InnoHK platform's 38 laboratories are in collaboration with over 30 top-notch research institutions from around the world. He also cited rapid digital infrastructure development, including the Sandy Ridge Data Facility Cluster, which is set to provide 180,000 PFLOPS of computing power by 2032 — a 36fold increase from the current level that will position Hong Kong as an international data hub. To accelerate R&D commercialisation and new industrialisation, the Government has committed over USD3.8 billion through three HK$10 billion funding schemes.

Professor Sun highlighted Hong Kong's role as a "super connector" and "super value-adder" for international exchanges. Emphasising Hong Kong's unparalleled advantages of strong support from the Motherland while remaining closely connected to the world under "one country, two systems," he positioned the city as an ideal gateway for both Mainland enterprises going global and Saudi and Middle Eastern firms accessing Chinese and other Asian markets, reaffirming Hong Kong's readiness to partner globally for a sustainable, innovative future.

After the opening ceremony, Mr Chan and Professor Sun toured the LEAP East's exhibition and visited the Hong Kong Pavilion. Professor Sun also met with Minister of Communications and Information Technology of Saudi Arabia, Abdullah Alswaha, to exchange views on I&T collaborations between Hong Kong and Saudi Arabia.

The three-day LEAP East 2026 will be held from July 8 to 10, featuring a diverse range of technological fields including artificial intelligence, deep tech, smart cities, and new energy industries. The event aims to build an integrated ecosystem for investors and startups and to promote cross-border industrial collaboration. The ITIB set up the Hong Kong Pavilion to showcase the I&T development and achievements of Hong Kong.
