Cambodian prime minister commends China's contributions to promote dialogues, cooperation on AI governance

Cambodian Prime Minister Hun Manet commended China's constructive contributions to promoting international dialogue and cooperation on artificial intelligence (AI) governance at the opening ceremony of the 2026 World Artificial Intelligence Conference in Shanghai on Friday.

"[I highly commend] the government of the People's Republic of China for convening this important gathering under the timely and relevant theme -- 'AI Partnership for a Brighter Future'. AI is reshaping economies, public services, security, and competitiveness at an unprecedented speed. China's constructive contributions to advancing international dialogue and cooperation on AI governance through initiatives such as the Global AI Governance Initiative and the Global AI Governance Action Plans," Hun Manet said when addressing the opening ceremony of the grand gathering.

"The World Artificial Intelligence Conference has become a crucial platform for broadening participation in global AI governance and translating our shared commitment to international cooperation and to practical dialogue and partnership," he said.

Chinese President Xi Jinping delivered a keynote speech at the event. Kazakh President Kassym-Jomart Tokayev, Thai Prime Minister Anutin Charnvirakul and United Nations Secretary-General Antonio Guterres also addressed the ceremony, respectively.

The 2026 World AI Conference and High-Level Meeting on Global AI Governance runs from Friday to next Monday, bringing together officials, representatives, business leaders, scholars and researchers from more than 100 countries and international organizations.

The Beijing Xiangshan Forum, which opened on Tuesday, has provided an inclusive platform for countries to express their views and address security concerns, according to a Chinese military expert recently.

The three-day event, themed "Build Consensus on Stability, Advance Security Governance Together", features four plenary sessions and eight parallel sessions.

"Countries can fully utilize the Beijing Xiangshan Forum as a platform to articulate their views; its non-exclusive nature is its most significant characteristic. For instance, many nations often overlooked by the international community can leverage the forum's platform to voice their security concerns, making the event constructive in a meaningful sense. It also resonates with the concept of 'common security' found in the Global Security Initiative proposed by China," said Fu Zhengnan, a research fellow at the People's Liberation Army (PLA) Academy of Military Sciences.

Delegations from almost 100 countries, regions and international organizations are attending the forum, with more than 60 representatives at the ministerial or military chief level and above.

The forum also includes closed-door seminars on sensitive issues, including the Ukraine crisis and the situation in the Middle East.

Launched in 2006 as a "track-two" think-tank exchange, the Beijing Xiangshan Forum has expanded over the past two decades to bring together government officials, military leaders and scholars from around the world.
